- INTRODUCTION: The Naval Air Warfare Center Weapons Division (NAWCWD) is seeking information from potential sources that have the capability to develop training curriculum, and provide business and financial training for the NAWCWD Business Financial Managers (BFMs). The results of this Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. This effort is estimated to have one person at each location (Point Mugu and China Lake, CA) on a part time basis, with a period of performance anticipated to be five years. PLACE OF PERFORMANCE: Place of Performance: Point Mugu and China Lake, CA Total effort is 50% at each location On-Site Government: 100%. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. BACKGROUND: This is a follow-on requirement to Contract N68936-09-D-0040 Order 0266. Incumbent Contractor is Jacobs Technology Inc. Additional information may be available at http://foia.navair.navy.mil. REQUIREMENTS: NAWCWD has an established Workforce Skills Center where the business/financial managers (BFMs) can collaborate and work real-time on business and financial requirements. BFMs are involved with the day to day fiduciary functions of the organization from the Command to the product/project level. The Government requires training curriculum development, business and financial training, efficiency studies and recommendations in the areas of long term training strategies for the BFMs. This includes new-hire orientation, mid-level and advanced financial system and analytical training. Training shall explain fiduciary law and how it's implemented through government business rules and processes. Trainers shall be knowledgeable in current policies that include but not limited to DOD Financial Management Regulations, Comptroller Financial Guidance, NAVAIR Financial Systems, DFAS Appropriation, Cost and Property Accounting, Fiscal Policies and Procedures, Joint Federal Travel Regulations, Defense Travel System, NAVAIR Purchase Card, and Wide Area Work Flow. ELIGIBILITY: The applicable NAICS code for this requirement is 611430. The anticipated Product Service Code (PSC) for this requirement is U099. SUBMISSION DETAILS: Interested businesses should submit a brief capabilities statement package (no more than five 8.5 X 11 inch pages in length, 12 point font minimum) demonstrating ability to perform the services listed in the REQUIREMENTS section above. Also include the following in your package: 1. Sources Sought Number 2. Company Name; Address; CAGE code; DUNS number; Point of Contact (POC) name, phone, fax number, and email address. 3. Company Size for NAICS 611430 size standard $10M. 4. In your response, please include company size (Small or Large according to the NAICS and size standard listed); if your company is a Small Business, specify if your company is or is not each of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB); (b) HUBZone Small Business; (c) 8(a) Concern; (d) Woman-Owned Small Business; (e) Economically Disadvantaged Woman-Owned Small Business. 5. If applicable include prior/current company experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government POC with current telephone number, a brief description of how the contract referenced relates to the services described in the REQUIREMENTS section above.
