- This is a synopsis prepared in accordance with the format in FAR Part 13, Simplified Acquisitions Procedures. This is a Notice of Intent. This announcement constitutes the only solicitation; quotations are NOT being requested and a written solicitation will not be issued. The announcement number for this acquisition is NIH-OD 327444 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is February 25, 2014. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code is 541690, which has a size dollar standard of $7.0M. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institute on Aging intends to procure on a sole source basis from University of Alabama at Birmingham for statistical analysis assessments for the project "Assessment of Primate Aging". The contractor will provide expert statistical consultation and analysis services to nonhuman primate projects. The University of Birmingham has the expertise by using comparative analysis of data for calorie restriction study. They are the only contractor that has access to the data.The complexity of the data sets necessitates highly specialized training and background in biomedical statistics. The data sets are complex and subjects were initiated on the project at various ages, data collection has occurred for nearly three decades and there are covariate relationships between many of the variables. The Manuscript of data currently used are from University of Alabama, Birmingham and it is not feasible to change statisticians for the on-going project. This notice of intent is not a request for competitive quotations.Electronic submission will not be accepted. The decision not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
