Description: This is a quote mark Sources Sought Notice quote mark to determine sources for commercial cloud services solution licenses to meet the Army's education mission with a stable, reliable, and secure Learning Content Management System (LCMS). The LCMS shall support various courseware and learning environments to include full-time resident courses, blended learning, and non-resident distance learning courses for both the U.S. Army War College (USAWC), Carlisle Barracks, PA and the U.S. Military Academy, West Point, NY. The requiring activity for this procurement is the U.S. Army Training Support Center (ATSC) Lifelong Learning Center (LLC), Fort Eustis, VA. The LLC program is facilitated through four technical centers located at Ft Eustis, VA; Ft Leavenworth, KS; Ft Gordon, GA; and Ft Leonard Wood, MO. Currently, ATSC is using Blackboard Learn Managed Hosting Licenses for resident courses that permit rapid course content creation, and allows the same course content available to users outside the resident school, i.e. virtual campus locations that includes National Guard and Reserve Units, DA Civilians, and Sister Services. 1. The LCMS shall support Army training and education as defined by the USAWC and ATSC. Licenses will support an anticipated user load of 2,500 USAWC concurrent users/students per month. The government defines a user as an individual actively enrolled in a course (the government definition of learning event). The government will be allowed to re-use a license for another user (example: A learner enrolls in a 30 day course and completes the course. The learner is allowed to use the same license for a different course OR the government can use that license for a different user the next month). The government will not exceed the agreed upon number of concurrent users at any time during a monthly period. 2. Army proponents and schools that will use the hosted LCMS environment will be determined by USAWC/ATSC who will coordinate with the vendor. USAWC/ATSC reserves the right to increase or decrease the number of proponents based on training requirements, without exceeding the expected student load per month. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. This is not a request for bids, quotes, or proposals. All responsible sources may submit a capability statement which shall be considered by the agency. The responses to this announcement will assist in determining the socio-economic set aside if feasible. A determination on the contract type, mechanism for procuring the services, and possible set-aside will not be made by the Government until after the market research has been completed. No proposals are being requested or accepted under this notice. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 511210, Software Publisher and the size standard is $35.5M. Qualified companies are encouraged to respond. Responses should provide the following: (1) business size as it relates to the NAICS code and size standard stated in this sources sought announcement; (2) contract types typically used for these types of supplies; and (3) other contract vehicles that would be available to the Government for the procurement of these supplies, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. PROCEDURES: Interested sources are also encouraged to submit product literature in response to this notice. Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Quote. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: Mission Installation Contracting Command Fort Eustis, Attn: Ms. Karyn Chandler, 705 Washington Boulevard, Suite 102, Fort Eustis, Virginia 23604-1285. Elaborate proposals or pricing information are neither required nor desired. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. No solicitation document exists for this request for Sources Sought. This notice is for informational purposes only; it is not a request for proposals nor should it be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
