- NOTICE OF INTENT TO AWARD A SOLE SOURCE REQUIREMENT Contracting Office : 452 ND Operational Contracting Office 1940 Graeber St., Bldg. 449, March Air Reserve Base (ARB), CA 92518-1650 Intention : March Air Reserve Base has a requirement to purchase services to re-install Unify brand Command Post Communication Equipment to the newly renovated Command Post, Building 470. The Government intends to award a sole source contract only to Unify, Inc. who is the only firm authorized to perform and provide support to this type of equipment. The anticipated period of performance for this effort shall be 15 days from the date of award. Justification : The required services to re-install Command Post Unify brand name communication equipment are only reasonably available from one single source under the authority of FAR 13.106-1(b). All Government-owned Unify brand communication equipment was installed by Unify, Inc. at March Air Reserve Base. Unify software is proprietary only to Unify, Inc. No other companies are authorized by Unify, Inc. to work or provide support to any Unify brand communication equipment. In addition, the Government has a current communication equipment maintenance services with Unify, Inc. where it states that Unify will not accept or work with any unauthorized maintenance service providers, such as the re-installation of the subject communication equipment. Unify, Inc.'s sought services are essential to the needs of the Government. Market research indicates that this type of service is peculiar only to one manufacturer and service provider. Unify, Inc. is the only firm who can meet the agency's needs. This notice of intent is not a request for competitive quotes; however, the Government will consider all quotes received within 5 days after the date of publication of this synopsis. Quotes received will be used to determine if qualified sources are available, and may result to open this requirement for competition.
