Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to award an Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price (FFP), five year, Small Business set-aside contract for AN/ULQ-21 Technique Control Modulator (TCM) Circuit Card Assemblies (CCA) to a single awardee. The AN/ULQ-21 TCM-CCAs are as follows: CLIN 0001/0014 E/F Band (2-4 GHz) Noise Card, CLIN 0002/0015 G Band (4-8 GHz) Noise Card, CLIN 0003/0016 I Band (8-12 GHz) Noise Card, CLIN 0004/0017 J Band (12-18 GHz) Noise Card, CLIN 0005/0018 CAN CPUIF Card, CLIN 0006/0019 RGS AM Card, CLIN 0007/0020 Dual Serro Card, CLIN 0008/0021 Advanced Receiver Card, CLIN 0009/0022 Pulse 4 Card (Standard Configuration.), CLIN 0010/0023 Pulse 4 Card (EA Configuration.), CLIN 0011/0024 Adapter Card, CLIN 0012 TCM CCA Variants. CLINs 0014-0024 are options for additional quantities of the correlating units on CLINs 0001-0011. AN/ULQ-21 TCM-CCAs are integrated with other countermeasures or emitter modules to complete required system configurations. These assemblies are installed in systems that are used to evaluate U.S. weapons systems. The AN/ULQ-21 TCM-CCAs will be used in fleet training to provide threat detection and countermeasures systems. Pricing of the AN/ULQ-21 TCM-CCAs shall be FFP, IDIQ. A minimum of 1 unit will be ordered at contract award, and a maximum of 5,270 units of the various types of AN/ULQ-21 TCM-CCAs may be ordered over the five-year period of performance. Delivery of all units shall be FOB Destination to the Naval Air Station, Point Mugu, CA beginning no later than 120 days (CLINs 0001, 0007, 0014, 0020), 180 days (CLINs 0002, 0015), 210 days (CLINs 0003, 0004, 0016, 0017), 195 days (CLINs 0005, 0006, 0018, 0019), 150 days (CLINs 0008, 0009, 0021, 0022), and 90 days (CLINs 0010, 0011, 0023, 0024) after the effective date of the delivery order at a production rate of not less than 5 units per CLIN per month; delivery of TCM CCA Variants (CLIN 0012) shall be specified in individual delivery orders. This acquisition is a follow-on to contract N68936-09-D-0025, which has expired. The performance period is anticipated to begin June 2014 through June 2019. Specific information, to include detailed specifications, shall be included in the Request for Proposal (RFP) N68936-14-R-0008 to be issued and posted on the FEDBIZOPPS website at https://www.fbo.gov on or about March 2014, to close 30 days after the RFP issue date. Estimated award on or about June 2014. All responses/comments shall include the RFP number N68936-14-R-0008 and shall be submitted by the preferred method of electronic mail to robert.v.fisher@navy.mil or in writing to the Naval Air Warfare Center Weapons Division, Code 254340D, Attn: Robert Fisher, 429 E. Bowen Road Mail Stop 4015, China Lake, CA 93555-6108. In accordance with FAR 4.1201, all responsible sources must be registered in the System for Award Management (SAM) database and complete electronic annual representations and certifications at the following website: https://www.acquisition.gov. In accordance with FAR 5.101, all responsible sources may submit a response to the RFP which, if timely received, must be considered by the agency.
