- US Army Corps of Engineers (USACE), Walla Walla District is seeking small business sources for a construction project titled: McNary Lock & Dam Fishpump #2 Repair. The work is located at McNary Lock and Dam, in Umatilla County, Oregon. This will be a firm-fixed-price construction contract. Construction magnitude is estimated to be between $250,000 and $500,000, and 100 percent performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction, and the associated small business size standard is $33,500,000. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information (items one though five) will be used in determining whether to set aside this requirement. 1)Capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity (current or past technical experience.) Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. Include a list of projects with descriptions that are similar in nature to the Summary of Scope of Work. 2)Reference list for each of the projects submitted in 1) above. Include the point of contact, title, phone number and email address. 3)Statement of your firm's bonding capacity. 4)Statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), woman-owned). 5)Cage Code and DUNS number. Your response to this notice must be received on or before 4:00 PM local time on 6 March 2014. Submit this information to Caroline Mueller, Contract Specialist, via email to Caroline.B.Mueller@usace.army.mil. Summary of Scope of Work: The fishpump is rated at 2853 HP and is 14 feet in diameter at the centerline of its variable pitched blades. Fabricate and replace three bearing housings, bearings, and shaft journals below the motor. Bearing materials are both Babbitt and composite. For scale purposes, the bearing housings are 24 to 32 inches in diameter and 18 inches tall. The pump shaft nominal diameter is 15 inches and it is 30-40 feet long. It is anticipated that partial disassembly of the pump will be required in order to access the journal locations of the shafts. The Contractor will be required to machine all stainless journals and reference surfaces concentric with each other in accordance with applicable IEEE (Institute of Electrical and Electronics Engineers) standards. The finish of the journals is 32 RMS. The pump is located in a confined space. The Contractor will supply pump(s) and pump out leakage in order to dewater the space for access. The Contractor will determine the best method of machining, of erecting temporary work platforms, and for removing components necessary for machining. Machine-in-place machinery will be required to attach and rotate around the stationary shaft. The Contractor will measure as-is condition of alignment, align all pump components in accordance with IEEE standards, and establish baseline vibration measurements upon complete reassembly. A structural inspection will be required to look for cracking, requiring removal of protective insulation coating. The contract will contain an option for weld crack repair, to be exercised if needed. Electrical work is limited to sensor and cabling replacement and to upgrading monitoring and control circuits and devices. The period of performance is anticipated to be August 2014 to December 2014.
