Description
NASA/ARC is hereby soliciting information about potential sources for educational outreach. The goals of the educational outreach are to reach out to schools in Northern California, particularly those with a significant percentage of underserved/underrepresented audiences, encourage student interest in science, technology, engineering, and math (STEM) subjects, and to prepare the workforce of the future. The National Aeronautics and Space Administration (NASA) ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUB Zone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for educational outreach. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUB Zone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Draft Statement of Work: The contractor shall visit 5-7 schools in Northern California and have 1 presentation at NASA ARC, Moffett Field, CA for an Ames Exploration/ Education Day (ARC will reserve the right to designate the number and type of activities to be performed by the contractor for each event). In both cases, the outreach will primarily fall within the following functional areas: aviation; biology; space communications; and space engineering and logistics. It should specifically be tailored to the Centers particular expertise: space biology and other research in space (e.g., the working of the human body on Earth and in space, and disease vectors and how to track them); Earth science (e.g., predicting weather, modeling storms and climate, tracking forest fires); aeronautics (e.g., wind-tunnels, aircraft, airfoils, flight simulators); spacecraft and mission design (including mission control and operations, and management of space missions); and suborbital human spaceflight. The outreach should include use of simulators and models, and be as interactive as possible. It should also be coordinated with the ARC Education Office so as to incorporate relevant expertise at ARC and to facilitate the participation of up to 15 Ames employees per visit. The Ames employees would complement the contractors program by sharing their knowledge and experience with the students. The contractor shall: - Provide site security for their equipment, as if required; - Provide up to four staff people at each event; - Ensure the quality, safety and cleanliness of all contracted activities by the date of event; - Exhibits shall be flexible enough to move from place to place, school to school; - Have simulators and or stations for hands-on experiences; - Exhibits shall be interactive and educational; - Each exhibit shall be space-focused and tie into NASA (ARC) as much as possible; and - Provide past performances (the last 3 years) for similar requirement at schools. The contractor shall provide the school with a survey for their performance ranking, and questionnaire for pros/cons and suggestions of presentation that was given. The survey should be handed to students and teachers at random. The surveys shall be sent by the school to the Ames Education Office. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
