- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912NR-13-R-0003. The solicitation is issued as a request for quotation (RFQ).The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-64, DFARS Change Notice 20130228. This solicitation is a Small Business Set Aside and the NAICS code assigned to this acquisition is 517410 and small business size standard is 30 million dollars. Project Scope: The purpose of this project is to have satellite service for seventeen (17) BGAN small lightweight satellite terminals. Interested vendors shall quote per terminal in CLIN Format: The CLINs shall be the monthly price for a twelve month period. The government shall build four option years as well. Period of performance shall be 1 Mar 2015 - 28 Feb 2016 and will require satellite service throughout the state of Louisiana. The requirements for each terminal are as follows: Shared Annual Allowance Packages: Light MAX 20 SIM 2400/0 Bulk Minute Plan - 5000 Minutes per month. CONUS Only. All OCONUS rates will be billed at Standard Voice Over IP (VoIP) Calling Rates. Monthly billing based on annual commitment. Phones have access to 24/7/265 Technical Assistance. Static IP Address for each terminal. Local Phone numbers for each terminal. The request is for 4 (four) CLINS. CLIN 1 - Shared annual allowance package CLIN 2 - Static IP address CLIN 3 - Activation fee CLIN 4 - Annual subscription fee per phone The following provisions and/or clauses apply to this acquisition. Offerors must comply with all instructions contained in FAR 52.212-1 Instructions to Offerors -- Commercial Items. I assume this is for VoIP services using a remote call manager with US dialing protocols? - YES FOR VOIP SERVICES USING REMOTE CALL MANAGER US DIALING 1. If this is a standard VoIP application, what type of VoIP phones do you have? Cisco and number of phones per-BGAN remote 10 PACKAGES HAVE 1 PHONE AND 7 PACKAGES HAVE 2 PHONES 2. What type of BGAN terminals do you have? THRANE AND THRANE 3. Where will you primarily operate your BGANs? CONUS 4. Please explain OCONUS VoIP cost? IN THE EVENT WE WOULD HAVE TO DEPLOY THE TERMINAL OCONUS WE WOULD JUST NEED THAT CAPABILITY AT THE SPUR OF THE MOMENT 1. For the 'Light MAX 20 SIM 2400/0 Bulk Minute Plan - 5000 Minutes per month' Can you please confirm how many MB that the plan comes with? WE HAVE NEVER CONFIGURED IN A MB ONLY A MINUTE PLAN SINCE IT IS ONLY PHONES WE USE WITH THIS SYSTEM 2. Is there a particular vendor that you developed this requirement from? THE PRIOR VENDOR WAS SEGOVIA, BUT THE REQUIREMENTS WERE MADE BEFORE THE VENDOR RECEIVED THE RFQ. 3. Are those 5,000 minutes per month are indeed VoIP minutes or is any other data besides VoIP being used? VOIP MINUTES ONLY 4. What does the 2400/0 in the Bulk Minute Plan mean ? TYPE OF SIM CARD 5. Do you require an LA local phone number per BGAN ? LA LOCAL PHONE NUMBERS SO WE DO NOT INCUR END CHARGES BACK INTO THE GUARD.
