- Document Type: Sources Sought Notice Solicitation Number: AMD-14-SS19 Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640. The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing robust, current, and applicable news and information regarding federal procurement policies, regulations, best practices, training, and other topics related to federal procurement in order to build, maintain and expand the knowledge and skills of the NIST acquisition workforce. The target audience at NIST would include, but not be limited to, Contracting Officers, Contract Specialists, Purchasing Agents, Contracting Officer's Representatives (CORs), and Program Managers. The primary goal of this requirement would be to award a Firm-Fixed-Price contract for software licenses or entity memberships which would enable NIST to receive access to real-time news and information regarding current acquisition issues, regulations and policies. The information could be provided via a well-organized and easily accessible website, via information "pushed" to the prospective users by e-mail, via an App that would be easily accessible through a mobile device (cell-phone, tablet, laptop, etc.), or any combination of these or other reasonable methodologies. NIST is anticipating awarding a Firm-Fixed-Price contract for approximately 25 users at NIST for a one-year Pilot Program. In addition to the types of information described above, NIST also seeks access to web-based procurement training modules in order to supplement the current training available to the NIST staff. All training offered must be FAC-C and/or FAC-COR compliant in order to be considered as Continuous Learning Points (CLPs) towards maintaining appropriate certification levels of the acquisition workforce. Interested offerors are requested to provide a list of available courses and a brief description of each course, including the number of CLPs available by course. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 611430, as those domestic sources earning $7.0M or less annually. Please include your company's size classification and socio-economic status in any response to this notice. Companies that provide the services described herein are requested to email a detailed report describing their abilities to todd.hill @nist.gov no later than the response date for this sources sought notice. The report should include information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that provides the services for which information is provided. 2. Name of company(ies) that are authorized to provide the services, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such services. 4. Indication of whether the services are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
