- This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Air Force Life Cycle Management Center (AFLCMC), Air Force Material Command (AFMC), Lethal SEAD/DEAD Branch (EBAS) intends to award a follow-on sole source contract to Joint Technology Engineering Inc. 147 S John Sims PKWY Valparaiso FL 32580-1271 based on the authority of the Federal Acquisition Regulation 6.302-1. This purchase order is planned to be awarded NLT 6 Mar 2014with the period of performance 210 days after purchase order award. This contract action is for the High-Speed Anti-Radiation (HARM) Targeting System (HTS) joint mission planning system (JMPS) training mode tool (TMT) release for F-16 M7.1+ compatibility. Currently the HTS Release 7.8 (R7.8) pod software upgrade has a training mode which allows a virtual training scenario layout to be designed, downloaded to the HTS pod, and flown as a training mission. This supporting software is currently integrated and fielded with the F-16 M6.2+ JMPS Mission Planning Environment (MPE) and supports the HTS R7.7 (R7.72) configuration. The upcoming F-16 M7.1+ JMPS MPE will require compatibility with JMPS framework 1.5.2, HTS R7.8 and the aircraft Operational Flight Program version 7.1. HTS JMPS TMT purchase order is will be Firm-Fixed Price (FFP) for the HTS JMPS TMT improvements and upgrades and for data deliverables. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. Any offerors responding to this notice must provide evidence of capability to perform the above requirements. A copy of the Statement of Objectives (SOO) and Software Requirements will be provided and potential offerors will be required to submit a Statement of Capability (SOC). The SOC shall include the following information: (1) Core Competencies: (a) Design and Development of unique planning components (UPC) software for Joint Mission Planning System (JMPS) Framework compatibility within Windows 7 environment. (b) Strong software engineering experience using C# and HTML programming. (c) Familiarity with HTS pod performance and training mode capabilities. (d) Strong background in mission planning software development. (e) Strong background in electromagnetic environment simulation scenario design. (2) Past Performance: List past customers within the past three years for whom your company has done similar work. (3) Differentiators: Identify what makes you different from your competitors and how it benefits AFLCMC/EBAS. Potential offerors shall limit the SOC to 25 pages. Interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement within seven days after date of publication of this notice. An Ombudsman has been appointed to address concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning the acquisition should not be addressed to the Ombudsman, but rather the POC identified below.
