- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The reference number for this effort is W912ES-14-T-0029 and the solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, effective 01 January 2014. (iv) This requirement is solicited as 100% small business set-aside. The associated NAICS code is 511199 and the small business size standard is 500 employees. (v) This requirement consists of one (1) Informational line item and three (3) sub line items as follows: Line Item 0001 (Information) Our Mississippi Newsletter - 3 Editions. Design and write the Spring, Summer, and Fall editions of the Our Mississippi Newsletter to include printing and distribution. The work is more specifically defined in the scope of work. 0001AA Spring 2014 Edition, Qty: 1/ea, 0001AB Summer 2014 Edition, Qty: 1/ea, 0001AC Fall 2014 Edition Qty: 1/ea. (vi) Description of requirements for items to be acquired. (Please see Request for Quotation, SF 1449 as posted on www.fbo.gov). (vii). Date and place of delivery and acceptance and FOB point. (Please see Request for Quotation, SF 1449 as posted on www.fbo.gov). (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. 52.212-1 Addendum - Notes To Offerors: (a)QUOTATIONS MUST INCLUDE THE FOLLOWING: 1. A completed Standard Form 1449 or a cover letter including the Offeror's name, address, and point of contact, including acknowledgment of any amendments. 2.A quoted price for each line item. (b) Quotations may be sent by email (preferred) or by mail to: U.S. Army Corps of Engineers -St. Paul District Attn: Dawn Linder, Contract Specialist 180 East 5th Street, Suite 700 St. Paul, MN 55101-1678 Email to: dawn.m.linder@usace.army.mil (c)Offerors must be registered in the System for Award Management (SAM), including online representations and certification. Please see www.sam.gov for registration information. (d) In accordance with Federal Acquisition Regulation (FAR) Subpart 9.1, a prospective contractor may be requested to provide additional information in order to assist the Government in making a responsibility determination. (e)Quotations must include a price for all items in this solicitation to be eligible for award. The Government will award on an quote mark All or None quote mark basis. Evaluation of quotations will be based, among other factors, upon the total price included on the pricing schedule for all items. (f)Offerors are advised that the U.S. Army Corps of Engineers as an agency of the Federal Government is tax exempt (Tax ID# 62-1642142). (ix) The provision at 52.212-2, Evaluation - Commercial Items, applies. The following factor shall be used to evaluate offers: Price. Quotations will be evaluated in accordance with FAR Part 13, Simplified Acquisition Procedures. (x) The provision 52.212-3, Offeror Representations and Certifications - Commercial Items (Alt 1) applies. Offerors must complete online representations and certifications in the System for Award Management (SAM) at www.sam.gov. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Deviation), applies to this acquisition.
