Description
NASA/GSFC/Wallops Flight Facility (WFF) has a requirement for Facility Services in support of a six day residential training program, Technical Managers Training (TMT), to be held on-site at WFF's Management Education Center (MEC). The required facility services include on-site lodging and on-site meals. NASA/GSFC/WFF intends to purchase the items from Wallops Exchange and Morale Association (WEMA). The MEC requires access to both food and lodging in an onsite residential setting because the MEC programs include all-day and evening sessions which require program participants to remain on the WFF main base campus. These MEC program needs can only be met and accomplished by WEMA, which operates on-site lodging and dining facilities. No other ongoing food or lodging service is available on-site at the WFF main base location that can satisfy these short term and immediate needs of the MEC program. WEMA operates under the authority of the National Aeronautics and Space Act (51 U.S.C. 20101 et. Seq.) and in accordance with NASA Policy Directive (NPD) 9050.6 entitled NASA Exchange and Morale Support Activities. Per NPD 9050.6, NASA Exchanges are authorized to operate food service and other businesses on NASA Centers for the purpose of promoting the morale and welfare of NASA employees, their families, and all other personnel resident at each Center. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR Reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 5, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
