- The U. S. Army Contracting Command, Aberdeen Proving Ground, Tenant Division, intends to negotiate solely (as prescribed in FAR 13.501(a)(1)(i)) with the Pennsylvania Department of Environmental Protection, 400 Market St Harrisburg, PA 17101-2301 USA. The contractor shall provide an annual National Environmental Laboratory Accreditation Program (NELAP) accreditation certificate for U.S. Army Public Health Command (USAPHC) laboratories. USAPHC already owns and operates the laboratories which require accreditation and Pennsylvania Department of Environmental Protection is the only vendor who can provide the required certificate. The North American Industry Classification System (NAICS) for this requirement is 541380 and the size standard is $14.0 million. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice shall be received no later than 4:00 PM, Eastern Standard Time (EST), February 28, 2014. This notice of intent is not a request for competitive proposals or a solicitation for offers.
