Description
Synopsis: The Department of the Interior, National Park Service (NPS) intends to issue a Request or Proposal (RFP) P14PS00017, Statue of Liberty National Monument and Ellis Island Utilities Operation and Maintenance, NY/NJ by means of Best Value Source Selection Procedures. The intended contract will be a combination Firm-Fixed Price, Indefinite Quantity contract. The work includes furnishing all engineering, labor, materials, parts, and equipment necessary to operate and maintain the facilities, mechanical systems, utilities, and related utility structures and buildings located at Liberty and Ellis Islands, with the exception of property and other resources specifically designated as Government-Furnished Property and Resources. The contract will also include an Indefinite Quantity Portion for minor repairs. Work under the Indefinite Quantity will be ordered via written Task Orders by the Contracting Officer. The intended contract will consist of a base period from Oct 1, 2014 to March 31, 2015 with five (5) six-month options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. FAR 52.217-5 will be included in the solicitation. This service is being solicited as a 100% Total Small Business Set-Aside. The solicitation including specifications, wage rates and bid schedule will be posted to the websites, http://www.fedbizopps.gov and https://www.fedconnect.net/FedConnect on or about March 3, 2014. No hard copies of the solicitation will be mailed or issued. To receive the solicitation package you must download it from one of the above sites. In accordance with FAR 5.102(a)(7), the availability of the solicitation will be limited to the Internet. Down loading from the Internet is free of charge. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitation. Contractors must be registered in the SAM-System for Award Management (Formally Central Contractor Registration) in order to receive contract awards. The North American Industry Classification System Code (NAICS) is 238220, Plumbing, Heating, and Air-Conditioning Contractors, and the Size Standard is $14 million dollars. The Service Contract Act is applicable to this solicitation. There will be a site visit, and perspective proposers are encouraged to visit the site to satisfy themselves as to conditions and equipment before providing a proposal. Participation in the pre-proposal conference will be the responsibility of the offerors and is not directly reimbursable by the Government. The date and time for the site visit will be specified in the solicitation. Award of the contract will be made to the responsible offeror whose proposal, conforming to this solicitation, is considered to be the most advantageous to the Government as a result of a Best Value evaluation with price and technical evaluation factors being approximately equal in importance. Source Selection procedures will be utilized for this procurement. The evaluation factors may include the following factors: 1) Prior Experience and Qualifications, 2) Management Approach and Staffing; and 3) Past Performance. The Request for Proposal package will be issued March 3, 2014 and the estimated receipt of proposals date is 2:00 P.M., EST, April 17, 2014 at the National Park Service, Northeast Region, U.S. Custom House, 200 Chestnut Street, Philadelphia, PA 19106-2878.
