Description
This contract action was accomplished using other than competitive procedures because the agency's need is for a brand name commercial item for authorized resale (FAR 6.302-5). A J&A is not required, per FAR 6.302-5. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform provide asbestos and lead paint surveys at Dormitory Building 1245, Dormitory Building 1244, and Building 1243 at Cannon Air Force Base. The demolition of this building must include removal of hazardous materials in order to provide a clean site for future construction. A survey of the current buildings for lead and asbestos needs to be conducted before demolition begins so any hazardous materials can be properly removed during demolition. The Contractor shall perform to the standards in this contract. Task 1,The preparation of a work plan which include a Sampling and Analysis Plan (SAP)and Health and Safety Plan (HASP).Task 2,Field work to include asbestos and lead surveys of the buildings on site,including bulk sampling to determine asbestos and containing building materials types and quantities,laboratory testing of representative bulk samples. Task 3,Preparation of a report summarizing the asbestos and lead survey findings. This report shall provide locations and quantities of positive Asbestos Containing Building Materials (ACBM), and estimated abatement costs. The report is also to include the findings of a lead-based paint survey.
