Description
The United States Agency for International Development, Regional Development Mission in Asia (USAID/RDMA) intends to release a solicitation for an Indefinite Quantity Contract (IQC) through which USAID Missions in the Asia region can easily access services. The IQC will be awarded to a single contractor that may be either an organization or firm from an assistance-eligible country in Asia, or a US organization or firm, with capability to provide capacity development services directly in countries where such services are needed. The contractor will provide local capacity development expertise in any country where a task order to which they respond is initiated. There is currently no incumbent contractor performing the work. USAID launched an ambitious reform agenda in 2010, USAID Forward, to ensure that the Agency and its partners efficiently, effectively and inclusively address the global challenges of today and achieve results that outlast its assistance in the future. One of USAID Forward's key objectives is the Local Solutions initiative, an ambitious effort to increase the impact of USAID's foreign assistance by working directly with local NGOs and government. The Local Solutions objective focuses on developing the capacity of local development organizations and host country partners to increase aid effectiveness and sustainability. Local Solutions recognizes that to respond successfully and sustainably to today's development challenges, we must harness each country's unique assets and promote conditions where local actors meet their own development needs. The purpose of ‘Support Services for Local Solutions' is to provide local capacity development assistance in the areas of technical/and or advisory services to local USAID implementing partners and stakeholders in the Asia region. Specific capacity development areas of intervention will be determined by the particular needs of the local entity or sector being targeted. Capacity development services in general will focus at the individual/team level (i.e. building the knowledge and skills of individuals and teams) and at the organizational level (e.g. strengthening structures, tools, policies, procedures, and practices). The Contractor(s) shall provide on-site support and must tailor training and technical assistance to ensure the most useful and appropriate assistance possible for each targeted entity. A broad range of capacity development services will be acquired. While individualized support required will vary depending on need as specified in individual task orders, activities the Contractor(s) may perform include - but are not limited to - conduct research & analysis; organizational development market improvement; assessment & measurement services tools; capacity development planning services; other capacity building needs. The countries that may be assisted through this IQC can include any of the USAID assistance eligible countries in Asia, comprising Afghanistan, Bangladesh, Burma (Myanmar), Cambodia, China, India, Indonesia, Iraq, Kazakhstan, Krygyzstan, Laos, Malaysia, Maldives, Mongolia, Nepal, Pakistan, Philippines, Sri Lanka, Tajikstan, Thailand, Timor-Leste, Turkmenistan, Uzbekistan, Vietnam, and the Pacific Islands. Except for the above information, no additional information regarding this planned RFP is available at this time. All necessary information will be supplied at the time the RFP is posted at www.fbo.gov. Questions/requests for information will not be responded to until RFP issuance. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. No proposals for funding should be submitted until after the RFP is issued. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.201.
