Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Contractor shall provide all labor, materials, equipment, and technical supervision to complete the repairs and upgrades to the existing ship-lift at the Kuwait Naval Base as defined within the statement of work to deliver a complete and useable ship-lift system. Work includes an upgrade of the system's operating controls to current technology. It is recommended that the Contractor visit the site and familiarize himself with the existing conditions prior to the submission of their proposal. Site visit allows for the Contractor to gain the necessary knowledge of the existing conditions and equipment. A significant amount of Government Furnished Equipment (GFE) shall be installed by the Contractor. The Contractor shall use to the fullest extent possible all GFE. See the attached Appendix of current equipment inventory list and condition of equipment. The Contractor shall propose to complete the work in two separate actions with a defined break in between the actions. The ship-lift shall be capable of operation during the break should the Kuwait Navy have a requirement for use of the system. The Contractor shall make provisions to complete the work in two separate actions. The Contractor shall be capable of increasing staff to work 24 hours a day seven days per week should the downtime schedule be reduced by the Kuwait Navy. The period of performance for the contract is 270 calendar days from contract award. However the acceptance of the ship-lift operating system must occur prior to the completion of the specified ship-lift outage.
