- NAVSUP Fleet Logistics Center Jacksonville, Florida intends to issue a Request for Proposal (RFP) on or about 27 February 2014. The solicitation will be issued as a competitive 8(a) set-aside in accordance with the Small Business Act (15 U.S.C. 637(a)). Award without discussions of a Firm-Fixed Price with a Time and Materials Contract Line Item Number (CLIN) Indefinite Delivery-Indefinite Quantity Single Award Contract is anticipated in accordance with FAR subpart 15. The base period of performance commencing on or about 01 April 2014 will be for 12 months with four one-year option periods. The FSC Code is R706. The NAICS Code is 561320, with a size standard of $25.5M. This acquisition will provide U.S. Navy and Marine Corps customers within the Japan Operating Area with a responsive, efficient, and reliable means of obtaining temporary contract labor support on an as-needed basis to meet the needs of their operational objectives for the functional areas listed below. Administrative Support and Clerical Services Quarters Management Services Health Services Information and Arts Information Technology Instructional and Training Services Mechanics and Maintenance and Repair Plant and System Operation Engineering/Technical Support Mobile Equipment Operation Financial Management Specialized Technology Industrial Services General Services and Support The solicitation will be available for download on the Navy Electronic Commerce Online (NECO) Website at https://www.neco.navy.mil and FEDBIZOPS Website at: https://www.fbo.gov. The RFP will include instructions for preparation of proposals, the performance work statement, and evaluation criteria. It is the responsibility of interested parties to register with NECO and or FEDBIZOPS to download the synopsis, solicitation and subsequent amendments and all attachments. Offerors are encouraged to review the referenced websites frequently for updates. No paper copies of the RFP, attachments or amendments will be provided. No solicitation mailing list will be issued. System for Award Management (SAM) https://www.sam.gov registration is mandatory. The SAM is the Official U.S. Government system that consolidated the capabilities of the Central Contractor Registration (CCR), On-Line Representations and Certifications (ORCA), and the Excluded Parties Lists System (EPLS). ONLY email requests for clarification to the Contract Specialist are acceptable. No phone call communications or personal office visits with FLCJAX or its internal or external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation and award process.
