Description
Title: Acoustic Propagation and Marine Mammal Exposure Modeling of Geophysical Sources in the Gulf of Mexico Pre-Solicitation Notice: PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a Firm-Fixed-Price (FFP) type of contract as a result of this notice. There are no set aside restrictions. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Government awards. The applicable NAICS Code is 541620, Environmental Consulting Services. The estimated budget range is between $572,000.00 and $602,000.00. The period of performance of the resultant contract is expected to be 7 months from the date of award. Under the Outer Continental Shelf Lands Act (OCSLA), as amended, (43 U.S.C. 1331-1356a.) and its implementing regulations, BOEM may authorize geological and geophysical (G&G) activities and the collection of G&G data. The National Marine Fisheries Service (NMFS) has authority under section 101(a)(5)(A) of the Marine Mammal Protection Act (MMPA) (16 U.S.C. 1361 et seq.), which directs the Secretary of Commerce to allow, upon request, the incidental, but not intentional, taking of marine mammals by U.S. citizens who engage in a specified activity (other than commercial fishing) within a specified geographical region if certain findings are made and regulations are issued. Pursuant to the regulations implementing the National Environmental Policy Act (NEPA), BOEM and NMFS are preparing a Programmatic Environmental Impact Statement (PEIS) to evaluate potential environmental effects of multiple geological and geophysical (G&G) activities in OCS waters of the Gulf of Mexico (GOM), extending from the coastline to the seaward boundary of the Exclusive Economic Zone (EEZ), including the GOM Outer Continental Shelf (OCS). In order to complete the PEIS analysis, acoustic propagation and marine mammal exposure modeling is necessary. The purpose of this project is to perform acoustic propagation and marine mammal exposure modeling using specified models. This study will help BOEM and NMFS complete the analysis of impacts to marine mammals in the GOM G&G EIS. This modeling will also be used in a petition for rulemaking under 101(a)(5)(A) of the Marine Mammal Protection Act and will aid in the analysis that NMFS will need to make a determination on permit issuance.
