Description

The National Cancer Institute (NCI), Division of the Center for Cancer Research (CCR), Genetics branch plans to procure on a sole source basis a service contract to provide preventive maintenance for two government-owned Affymetrix Gene Chip Instrument Systems with Affymetrix Inc., P.O. Box 742956, Los Angeles, CA. 90074-2956. This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $19 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The Genetics Branch of the CCR is engaged in the study of cancer genetics. In which the Affymetrix Gene Chip array analysis is an integral technique to the function of this branch. By using SNP genotyping microarrays to analyze copy number alteration and loss of heterozygosity, and RNA expression chips to anlayze gene expression alterations, NCI is able to investigate the role that specific genes or groups of genes play to influence carcinogenesis and cancer progression in tumor and cancer cell line samples. This procurement is for a one year service contract and support warranty for the Affymetrix Gene Chip Instrument System Serial#s 74900223,A09200, FS0279, FS1214, 50102810, 3QK4Q71 NIH# 01288779, 01436508, 01496853. Affymetrix is the sole responsible souce capable of fulfilling the service contract on these specific instruments. The instruments require routine maintenance at a high level of expertise. Only Affymetric certified sevice engineer who are employees of the company and who are trained in all aspects of service to Gene Chips are authozied to service the instruments. The Affymetrix engineers have the highest qualification for repairs of Gene Chip instrumetns and are specifically trained on the latest models of the instruments.The Affymetrix extended warranty (service agreement) has no competitive source. Due to the high level of complexity regarding the two government owned Affymetrix Gene Chip instrument systems Affymetrix only permits qualified Gene Chip servcie engineers to perform preventative and service maintenance. Affymetrix holds multiple patents on this instrument and it is a sole source for all replacement parts and accessories needed regarding service. The parts of these insturements require special handling and this handling needs approval of Affymetrix to get the warranty replacements. Affymetrix is also constantly upgrading this system with newer versions of the software and hardware. Affymetrix is the only company in the USA to perform instrument service on these wash stations and scanners (Gene Chip Instrument Systems) made by Affymetrix. A service contract is to run from 04/01/2014 to 03/31/2015. Also, the Affymetrix engineers will be on call during the regular work week but will also answer emergency calls to insure there isn't any disruption to the system. This is not a solicitation for competitive quotations. However, if any interested party, especially small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, February 28, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
