Description
The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for a Maintenance Dredging Project located in Little Narragansett Bay, Rhode Island & Connecticut. This announcement is to determine the interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 237990. The project is planned to be issued on or about June 23, 2014. The construction will occur in the fall and winter of 2014-15 and is expected to take 8 to 10 weeks to complete. The estimated construction cost is $1,000,000.00 to $5,000,000.00 The proposed project involves maintenance dredging of the Congressionally-authorized Federal Navigation Project (FNP) in Narragansett Bay, RI & CT. The authorized project provides for a navigation channel 10 feet deep below mean lower low water (MLLW) and 100 feet wide extending approximately 6000 lineal feet from Sandy Point Island to just west of Pawcatuck Point. Approximately 60,000 cubic yards of sandy material will be dredged from the channel and placed onto Sandy Point Island. A hydraulic cutter head dredge will remove material from the shoaled portions of the Little Narragansett Bay Federal Navigation Channel, and pump it onto the island where it will be graded. Placement on the island will include a maximum elevation of 7.5 above MLLW and a 1V:10H slope extending from the center portion of the island into the intertidal zone. Some clearing and grubbing of the Island will be necessary before initiating grading activities but the Island is only sparsely vegetated. Dredging operations, including placement on the island and final grading, are anticipated to take approximately 8 to 10 weeks and be completed during the dredge window of October 1, 2014 to January 31, 2015 Interested firms should submit a capabilities package to include the following: business classification (i.e. small business), type of equipment to be used, as well as qualifications and experience with performing at least 3 projects involving dredging of similar size and nature and completed within the last 5 years. Responses should include experience of foreman and dredge operators working on hydraulic dredge projects. Proof of bonding capability is also required. Responses are limited to twenty pages. Responses are due March 7, 2014. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Elandria M. Cameron. Interested firms shall provide the above documentation in one CD, one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
