THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICIATATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) intends to negotiate on a sole source basis with Bioquell Professional Services, Inc, 101 Witmer Road, Ste 400 Horsham, PA 19044, under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The department of Hospital Epidemiology Infection Control (HES) has a requirement for Hydrogen Peroxide Vapour Disinfection (HPV) Services. This service is required for the ongoing eradication of highly contagious pathogens throughout the Clinical Center. This technology has proven successful in combating the super bug and other nosocomial pathogens such as Acinetobacter, Pseudomanas, E. coli, VRE, MRSA and C dificile. According to an independent study by researchers at St. Georges' Hospital Testing, the HPV process proves to be superior to the aerosolised hydrogen peroxide process, as well faster, safer and more effective for biological inactivation. The Government intends to award a purchase order for a one year base period and three (3) one year option periods. This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability in writing to Stacey Polk, spolk@cc.nih.gov within 7 calendar days of issuance of this. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement.
