- The U.S. EPA intends to negotiate on a sole source basis with the Shealy Environmental Services to perform sample analysis on both water and soil extracts for chlorinated volatile organic compounds (CVOCs) and metals. Numerous samples (176 aqueous and 302 methanol (MeOH)/water mixture samples) need to be analyzed for CVOCs using EPA Method 8260B (purge and trap GC/MS), and 88 aqueous samples for metals using EPA Method 6010C (ICP-AES) (without mercury). These data will be used to assess the level of contamination in ground water and soil samples collected at the Parris Island, S.C., Marine Corp Recruit Depot. EPA has identified Shealy Environmental Services as the only contractor able to provide these services. These samples and the data received are part of an In Situ Chemical Oxidation Project already in process. Shealy Environmental Services has already provided sample analysis and data results on numerous samples under this project. It has been determined that additional rounds of ground water and soil sampling are needed to complete the project. Use of Shealy Environmental Services will eliminate variability in analytical results, and allow valid comparisons between sample sets used to assess ground water fate and transport and ISCO treatment performance. A change in analytical laboratories for each of the sampling events will introduce a source of variability that cannot be discerned between different sample sets. It will be unclear whether differences are attributed to analytical variability between laboratories, or the actual treatment. Further, the results of this study will be peer reviewed and published in the scientific peer-reviewed literature. Peer reviewers can be particularly harsh involving analytical variability for the reasons discussed above. This procurement will be accomplished under FAR Part 12 Commercial Procedures. It is our intent to award a single fixed price purchase order by March 12, 2014. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
