- Special Notice: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Reconditioning Center (NRC) is awarding a Purchase Order for the repair of the following equipment: 36 each CL31 TRANSMITTER BOARD, VAISALA P/N: CLT321SP, ASN: S100-2MT1-3A2 and 15 each SENSOR, ICE FREE WIND (IFW) ASOS MODEL 425NWS (WS425D7A1C), ASN: S100-2A8MT3A2 to Vaisala, Inc. Sole Source Justification: The Government only knows of one source, the original equipment manufacturer, Vaisala, Inc. Market research: ASN: S100-2MT1-3A2 Multiple searches of the Small Business Administration's (SBA) Dynamic Small Search failed to identify any small business available to compete for this repair service. Search parameters included: NAICS codes 334511 and 334519 with key words ‘repair, vaisala, CL31 ceilometer, transmitter board'; and just key words: ‘repair, vaisala, CL31 ceilometer, transmitter board', ‘repair, CL31 ceilometer, transmitter board', and ‘repair, ceilometer'. Multiple searches of the GSA'a eLibrary also retuned zero matches. Searches included ‘repair Vaisala CL31 Ceilometer Transmitter Board', ‘repair CL31 Ceilometer Transmitter Board', ‘repair Ceilometer Transmitter Board', and ‘repair Ceilometer'. ASN: S100-2A8MT3A2 Multiple searches of the Small Business Administration (SBA) Dynamic Small Search did not identify any small business available to compete for this required repair service. Search parameters included a combination of NAICS codes ‘334511 and 334519' and key words: ‘repair, ice free, wind sensors, Vaisala'; and just key words: ‘repair, ice free, wind sensors, Vaisala'; ‘repair, ice free, wind sensors'; ‘repair, ultrasonic, wind sensors'; and ‘ultrasonic, wind sensors'. Searches of "Repair ice free wind sensors" and "Repair ultrasonic wind sensors" in GSA's eLibrary also returned no matches. A Sources Sought was posted on Federal Business Opportunities on January 9th, 2014 for 10 days, no responses were received.
