Description
(This is NOT a request for quotes). The Fish & Wildlife Service (Southeast Region) in Atlanta, Georgia 30345 hereby gives notice of their intent to award a sole source contract order for services to provide participation on and objective evaluation of the Oregon Inlet Terminal Groin Monitoring Team and to track the effects of approximately 700,000 yards of dredged material being deposited on or in near-shore areas of the Pea Island National Wildlife Refuge (NWR) beach to a veteran-owned small business concern: Coastal Research Associates (CRA), Miramar, Florida 33029. The purpose of this procurement is for the Contractor to provide maintenance of a database to synthesize/analyze project data, coordinate data analysis, conduct sand sample analysis, and provide project technical reports. Authority cited: Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source. This is a follow-on requirement of a previously competed action for the continued need and continuity of specialized services. Services are needed that are deemed to be available only from the original source for which CRA can cost-effectively and timely provide the necessary data analysis, monitoring, and related services for this project due to their previously completed work, and therefore, the unique knowledge and expertise they possess to successfully perform the current needs without disruption. The proposed action is expected to result in a firm-fixed price purchase with a Period of Performance of one year to include options to extend the term of the contract (ref. FAR 52.217-9). The NAICS code is 541690, All Other Professional, Scientific, and Technical Services. The work requirement is primarily located at the Alligator River/Pea Island National Wildlife Refuge in North Carolina, 10 miles south of Nags Head, on NC 12. This notice of intent to sole source is NOT a request for competitive quotes. It is for informational purposes only. There will be no solicitation package or work statement provided. A determination by the Government not to compete this proposed contract order based upon any responses to this notice is solely within the discretion of the Government. Interested parties identifying their interest and unique capabilities in response to this notice will be furnishing the information at no cost or obligation to the Government and without expectation of receiving a response. Any information received will normally be considered solely for determining whether to conduct a competitive procurement in successive years. Facsimile submissions and oral communications are not acceptable for this notice. This notice closes on March 4, 2014 at 10:00 am local ET.
