- Project Specifications and Photographs This construction project is located on the Medicine Bow Routt National Forest and consists of removing and replacing exterior siding on a Yampa Ranger District housing unit with contractor supplied labor and materials. All work shall be performed in Routt County, Colorado. The United States Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The North American Industry Classification System (NAICS) code is236118 and the small business size standard is $33.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible small business concerns may submit an offer which will be considered by the Forest Service. The project is being advertised as Request for Proposals (RFP) AG-8508-S-14-0007. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov ; a written solicitation will not be issued. FAR clauses and provisions enclosed within the RFP are those in effect through Federal Acquisition Circular (FAC) 2005-72 and are available in full text through Internet access at http://www.acquisition.gov/far. All questions pertaining to this solicitation shall be submitted in writing to Jay Tobin at jtobin@fs.fed.us. All Offerors shall be registered at the System for Award Management ( www.sam.gov ) in accordance to FAR 52.204-7 to be eligible for award. Offerors must respond to all instructions in Section L of the solicitation to be considered responsive. Offerors that fail to meet these criteria will not be considered for award. A pre-proposal site visit is not being scheduled due to weather and travel conditions in the project area; prospective offerors may arrange an unguided visit by contacting jtobin@fs.fed.us. The anticipated date for issuance of the solicitation is on or around March 3, 2014. The tentative response date is April 2, 2014; the actual due date will be identified on the solicitation. Anticipated Period of Performance is June 2, 2014 - July 1, 2014. Project specifications and photographs are attached to familiarize prospective offerors with the work required. Statement of Magnitude: Between $25,000 and $100,000 A payment bond or alternative payment protection is required. Performance and bid bonds are NOT required. The "Submit Invoice-to" address for USDA orders is the Department of Treasury's electronic Invoice Processing Platform (IPP). All invoices are to be submitted via IPP. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at https://www.ipp.gov/index.htm. Offerors must register at https://www.ipp.gov/vendors/enrollment-vendors.htm to establish an account prior to award.
