Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to negotiate on a sole source basis with Pacific Instruments, Inc., 4080 Pike Ln. Concord California 94520-1227 for the establishment of a 60 month Indefinite Delivery Indefinite Quantity contract to place delivery orders for the procurement of materials required to support the Survivability and Weapons Effects Division, Testing and Dynamic Measurements Branch (Code 663). This procurement is for up to • twenty five (25) sixteen (16) channel system enclosure (Model No. 5810); • one hundred fifty (150) three (3) channel digital ruggedized Ethernet data recorder enclosure, (Model No. 5871) with 110 VAC power supply (Model 5891); • one hundred (100) 2 MS/s, 14-bit, 2Mbyte memory transducer recorder channel module (Model No. 5842); • five hundred (500) 200 KS/s, 24-bit, 1Mbyte memory transducer recorder channel module (Model No. 5843), and • fifteen (15) Command Encoder, Optic, 12 VDC (Model No. 5883)with 110 VAC Power Supply (Model 5891). • Two additional CLINs shall be included for the repair services of the recorders and technology upgrades to the recorders. The equipment to be purchased must be compatible with existing recorders currently being used by the Survivability and Weapons Effects Division, Testing and Dynamic Measurements Branch (Code 663). To facilitate data processing and the derivation of transfer functions, it is necessary for the electrical characteristics to be identical for all channels in a particular test. Also, to provide an automated error free measurement system the software programming commands and data structures must be identical for all channels of the system. The recorder setup software used to configure the recorders is proprietary to Pacific Instruments with restrictions on use or private modification. The source code of software is regarded as a trade secret by Pacific Instruments. NSWCCD has developed its entire data acquisition system around the equipment made by Pacific Instruments. The installation and mounting hardware is designed to interface with these recorders. Pacific Instruments was the only company found during an extensive one-year market search able to meet the government's specific technical requirements of 24-bit converters with 200,000 samples per second. The award is anticipated to be Firm Fixed Price. The applicable NAICS code for this requirement is 334515 and has a standard size of 500 employees. The Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
