Description: UPS Battery Replace for National Weather Service, Kansas City, Mo for Central Region Contracting Office Address: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisition Division (CRAD), 601 East 12th Street, Room 1756, Kansas City, Missouri 64106. This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 and 13.5 as supplemented with additional information included in this announcement. This is a Solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division- Kansas City Office to provide Uninterrupted Power Supply (UPS) Battery Replacement for the National Weather Service. This constitutes the only Request for Quote (RFQ), written offers are being requested; and a written RFQ will not be issued. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dun & Bradstreet Number. The following factors shall be used to evaluate offers: (1) Technical Capability: (a) The contractor shall provide evidence they can provide (1) Easton Powerware 9315-50 UPS; (2) Mitsubishi 2033A 50KVA UPS; and (3) Mitsubishi 2033A 75KVA UPS Batteries that meet the specification requirements in the statement of work to meet the Government requirements. (b) Location proximity to the National Weather Center Office, Kansas City, MO (2) Past Performance: Submit up to three (3) reference of similar work. Provide a description of the supplies, the contract number, date of contract, dollar amount awarded and a point of contact from the firm. (3) Price Technical and past performance, when combined, is slightly more important when compared to price. The proposed price will be evaluated to determine whether the price is realistic and reasonable in relation to the solicitation requirements. The degree of importance of the proposed prices will increase with the degree of the equality of the technical proposals. The closer the rating of the technical proposals to each other, the more important price will become and the closer the prices are to each other, the more important technical scores will become. The Government reserves the right to make an award to other than the lowest priced offer or to the highest technically rated offer if the Contracting Officer determines that to do so would result in the best value to the Government. (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. An uninterrupted supply of power is critical to fulfill the mission of the NWS. UPS systems are a central component of providing this. Having replacement batteries available for these systems is at the core of maintaining the readiness of the NWS. Being locked to a single brand has proven to be cumbersome and has delayed proper maintenance of our UPS systems. Purpose: The NWS is seeking proposals for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract supplying an assortment of replacement Uninterruptable Power Supply (UPS) batteries for Central Region, Western Region, and Southern Region. Central Region is headquartered in Kansas City Missouri and has thirty eight (38) Weather Forecast Offices (WFO), located in the following 14 states: 1. Colorado 2. Illinois 3. Indiana 4. Iowa 5. Kansas 6. Kentucky 7. Michigan 8. Minnesota 9. Missouri 10. Nebraska 11. North Dakota 12. South Dakota 13. Wisconsin 14. Wyoming Southern Region is headquartered out of Fort Worth Texas and has thirty two (32) WFO, located in the following 10 states and Puerto Rico: 1. Alabama 2. Arkansas 3. Florida 4. Georgia 5. Louisiana 6. Mississippi 7. New Mexico 8. Oklahoma 9. Tennessee 10. Texas Western Region is headquartered in Salt Lake City Utah and has twenty four (24) WFO, located in the following 8 states: 1. Arizona 2. California 3. Idaho 4. Montana 5. Nevada 6. Oregon 7. Utah 8. Washington Scope: This contract will provide replacement batteries for each UPS specified in this SOW and allow flexibility to overcome supply disruptions from a single manufacture, General Conditions: ● The contractor shall have each set of batteries securely strapped to a standard 48"X40" pallet ● The contractor shall provide a list of local pick up sites in each region to aid in savings from shipping costs, where available ● The contractor shall provide the batteries ordered within 30 days. Typical Ordering: Batteries for installation in a Powerware UPS will typically be ordered as a set of forty (40) batteries Batteries for installation in a Mitsubishi UPS will typically be ordered as a set of thirty (30) batteries Shipping of Batteries: When shipping of batteries is required, unless otherwise noted, the batteries are to be delivered in a small vehicle such as pickup or cargo van/truck with lift gate capabilities, as most locations have no loading or unloading capabilities, and typically cannot accommodate a large freight tractor trailer. Shipping of batteries will be paid for through the use of a government purchase card at time of shipping. Customer pickup: • Mandatory no cost customer pick up shall be available in the Kansas city metro area • Optionally a no cost customer pick up can be provided inside of Eastern, and Western Regions Deliverables: 1. Replacement batteries for the Eaton Powerware 9315-50 UPS • 12 volt nominal • A constant discharge rating to endpoint 1.67 volts/cell shall not be less than 145 watts per cell at 25 degrees C • A 10 year design life • A thermally welded housing • Absorbent Gas Mat technology • Each set of batteries ordered, shall be from the same manufacturing run bearing the same date code • Resistive readings shall not deviate more than 25% overall • The contractor shall perform a baseline parallel float for each set of batteries using the manufacturers recommended median float voltage for 24 hours prior to shipping to site or being picked up for installation • After the 24 hour float period, the contractor shall label each battery with the internal resistance, static voltage, and date readings were taken 2. Replacement batteries for the Mitsubishi 2033A 50KVA UPS • 12 volt nominal • A constant discharge rating to endpoint 1.67 volts/cell shall not be less than 300 watts per cell at 25 degrees C • A 10 year design life • A thermally welded housing • Absorbent Gas Mat technology • Each set of batteries ordered, shall be from the same manufacturing run bearing the same date code • Resistive readings shall not deviate more than 25% overall • The contractor shall perform a baseline parallel float for each set of batteries using the manufacturers recommended median float voltage for 24 hours prior to shipping to site or being picked up for installation • After the 24 hour float period, the contractor shall label each battery with the internal resistance, static voltage, and date readings were taken 3. Replacement batteries for the Mitsubishi 2033A 75KVA UPS • 12 volt nominal • A constant discharge rating to endpoint 1.67 volts/cell shall not be less than 350 watts per cell at 25 degrees C • A 10 year design life • A thermally welded housing • Absorbent Gas Mat technology • Each set of batteries ordered, shall be from the same manufacturing run bearing the same date code • Resistive readings shall not deviate more than 25% overall • The contractor shall perform a baseline parallel float for each set of batteries using the manufacturers recommended median float voltage for 24 hours prior to shipping to site or being picked up for installation • After the 24 hour float period, the contractor shall label each battery with the internal resistance, static voltage, and date readings were taken Pricelist: All vendors are encouraged to submit pricing for all batteries they normally stock or are able to deliver, that will meet specific criteria above.
