SOURCES SOUGHT NOTICE DATE: 14 February 2014 PRODUCT: Preventative Maintenance Hydro System FACILITY: Dorn VA Medical Center, Columbia, SC. AGENCY: Department of Veterans Affairs THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSES TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. STATEMENT OF PURPOSE The Dorn VA Medical Center (Columbia SC) is seeking sources under NAICS Code 811219 (size standard of 500 employees) that are able to provide preventative maintenance for the Hydro System. All interested vendors are invited to provide information to contribute to this sources sought including, commercial market information. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), HUBZone, 8 (a), small, small disadvantage, woman owned small business, or large business) relative to NAICS 339113. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. Services Qty Part# Description 1 99934 DISINFECTION 2 99931 PM Inspection of RO Unit on semi-annual basis 1 EA SPECIAL REMARKS: This contract to cover preventative maintenance for two hydro units, EE#1035413 (SN#DR1242) and 1035414 (serial Number DR 1241) STATEMENT REGARDING RESPONSE ACTION Contractors responding to this Sources Sought Notice need to provide the following information to Joseph Locke, Contract Specialist, via email to joseph.locke@va.gov by no later than noon (2:00 P.M. EST) on 18 February 2014: Company Name, Address, Phone Number, Point of Contact, Teaming Arrangements (i.e. subcontracts) and Socioeconomic Status. STATEMENT REGARDING SOURCE SOCIO-ECONOMIC CONSIDERATIONS The purpose of this notice is to perform market research to determine if there is interest from the following socio-economic categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUB Zone, Small Disadvantaged Business (8a), Woman Owned Small Business, Small Business, or other. In accordance with VA Acquisition Regulation 852.219-10 a SDVOSB is defined as a small business concern, not less than 51% of which is owned by service-disabled veterans or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by service-disabled veterans (or eligible surviving spouses). Further the management and daily business operations are controlled by service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. In addition the business meets size standard for NAICS 339113 stated above and is verified for ownership and control and is so listed in the Vendor Information Pages database, http://www.vetbiz.gov. Moreover qualified SDVOSB concern agree that in the performance of the contract, at least 50% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran owned small business concerns. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available. Capable parties must submit their ability to provide these items in writing to the attention of the Contract Specialist listed in this announcement.
