Description
THIS IS NOT A SOLICITATION NOTICE This is a market survey for planning purposes only and no award will be made as a result of this Request For Information (RFI) to identify interested sources. Funding is not available at this time. Submitting your company information does not bind the Air Force for any future solicitations or contracts resulting from this RFI. Nellis Air Force Base in Las Vegas, NV requests capability statements from companies for the purpose of identifying potential sources for a non-personal services contract to provide backshop aircraft maintenance support to ensure successful execution of 57th Wing mission. Nellis is home to the Air Force's most diverse maintenance organization, providing on- and off-equipment maintenance for about 140 aircraft consisting of A-10, F-15, F-16, F-22, and F-35. Nellis AFB generates 16,000 plus sorties annually for Operational Test & Evaluation, United States Air Force Weapons School, 64th and 65th Aggressor Squadrons, the USAF Air Demonstration Squadron (Thunderbirds), and contingency operations. Annually, Nellis AFB provides support to an average of 700 visiting Red Flag, Green Flag and other temporarily assigned and transient aircraft. Nellis also provides facilities, equipment, and limited support for 15 HH-60 helicopters stationed at Nellis AFB but assigned to the 563 Rescue Group, a subordinate unit to the 23rd Wing at Moody AFB. The service provider will provide all personnel, supervision, equipment, tools, materials, and other items and services necessary to provide backshop maintenance support. This includes on and off equipment maintenance, repair, and inspections (periodic, special, directed, one-time, in-process, and acceptance) on aircraft avionics, electrical, pneudraulics, fuels, engines, armament, and egress systems. Also included is maintenance, repair, and inspections (periodic, special, directed, one-time, in-process, and acceptance) on aerospace ground equipment, support and test equipment, and assembly of aircraft wheel and tires, and flying and maintenance scheduling, database management and analysis, centralized control (a maintenance operations center), and maintenance turning functions for the remaining government functions with the 57 Wing. The service provider would maintain, service, ground handle, inspect, and repair all assigned aircraft, engines and associated mission support equipment. Additionally, the service provider would coordinate maintenance operations; provide plans, scheduling, and documentation of aircraft utilization, maintenance database analysis, and maintenance training and training management to uniformed Air Force service members. Furthermore, the contractor would provide aircraft corrosion prevention and maintain government furnished equipment and property. The findings from this Market Research effort may impact any future solicitations related to this requirement. This RFI for Sources Sought is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Responses to this Request for Information will not form a binding contract. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings or information not be used in response to this RFI. The North American Industry Classification System is 488190. The SB size standard for this code is $30,000,000. The period of performance will be one (1) base year plus four (4) option years. The approximate performance period will be 1 February 2016 to 31 January 2021. The total contract period will not exceed five (5) years and six (6) months. Award will be made using Lowest Price Technically Acceptable procedures in accordance with FAR Part 15. The final contract is anticipated to be firm-fixed price, with some cost reimbursable line items, mostly tools, materials, and travel.
