Description
The Air Force Test Center, Operational Contracting Division, Eglin AFB, Florida intends to solicit and award a Firm Fixed Price Blanket Purchase Agreements (BPAs) for animal control services on Eglin AFB properties, as prescribed in the Statement of Work below. Period of performance is for one base year with up to four optional years. This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The announcement number is FA2823-14-A-3004. The North American Industry Classification System (NAICS) code for this acquisition is 812910 with a size standard of $7.0 million. Please identify your total business size in your response based upon this standard. Evaluation will be based on Lowest Price Technically Acceptable. The government reserves the right to award a single or multiple BPAs to meet the requirement. Requirement: CLIN0001: Base Year. CLIN0002: Option Year 1. CLIN0003: Option Year 2. CLIN0004: Option Year 3. CLIN0005: Option Year 4. Statement of Work for Animal Control Services for Eglin AFB Properties Descriptions / Specifications A. - Scope of Contract: The contractor shall be able, but is not limited, to perform the following on all Eglin AFB Properties, including the Eglin Reservation, within the corporate limits of Okaloosa County and parts of Walton County. All animal incidents occurring on the Eglin Reservation outside of the corporate limits of Okaloosa County or Eglin Reservation in Walton County will be referred to the respective Law Enforcement agency who exercises jurisdiction over the particular area. The 96 SVS/SVBV will be the primary agency of responsibility for registered animals. The contractor will be the primary agency of responsibility for unregistered, i.e. stray and abandoned animals. Unclaimed animals will become the property of the contractor. Period of performance is for one base year with up to four optional years. B. - Contract Responsibilities: The contractor shall be able to: •1) Catc h, capture and removal of stra y, abandone d, abused or vicious animals •2) Respond to abuse and or neglect complaints •a) Conduct thorough investigations of any complaint or allegation of animal abus e, cruelt y or neglect •b) Compete detailed reports documenting vi o lations of ordinance or law •i) Provide documentation to 96 SVS/SVBV within 24 hours of the incident •ii) Issue Notice s, Fines or Summons IAW with applicable laws •iii) Retain responsibility of / for the incident until responsibility of / for the incident is turn ov e r to 96 SVS/SVBV •iv) 96 SVS/SVBV will conduct follow up investigations •c) Respond to animal bites •i) Conduct thorough investiga t i ons of any report of animal bites •ii) Complete detailed reports documenting all pertinent facts and circumstances surrounding the incident. Not e : no HIPPA data can be provided to contractor •iii) Provid e, monitor or quarantine as needed or directed by 96 SVS/SVBV •iv) Provide documentation to 96 SVS/SVBV within 24 hours of the incident •v) Issue Notice s, Fines or Summons IAW with applicable laws •vi) Retain responsibility of/for the i nciden t until responsibility of/for the incident is turn over to 96 SVS/SVBV •vii) 96 SVS/SVBV will conduct follow up investigations and establish quarantine measures as necessary •3) Act as the administrator and support agency for and assist the 96th Test Wing in enforcement of any and all Federal Guideline s, Florida State L a ws, Okaloosa County Ordinance s, and Eglin AFB Instructions as applicable to animal control. •a) Make available appropriately equippe d, certified Animal Control officers to perform Animal Control duties •b) Maintain business hours of 8 AM to 5 PM Monday through Sunday •c) Retain an on call response team for incidents that occur outside of normal business hour •d) Perform routine patrols of Eglin Main area (i.e., Main bas e, Poquito Housing and Ranger Camp). Not e : For safety reason s, Routine Patrols will not be performed on Eglin Reservation •e) Accept service calls from anyone in the Base populac e. •f) Respond to all calls wit h i n a reasonable time frame not to exceed 1 hour •g) Provide adequate foo d, shelter and emergency care as necessary for all impounded animals or stray animals apprehended in the field or surrendered until placed or otherwise humanely destroyed according to la w. •h) Prepare and maintain an Activity Log of Investigation s, Enforcement ac t i ons and Routine Patrols on Eglin AFB propert y. •i) The log will include the following when applicable •(1) Dates •(2) Times •(3) Addresses •(4) Name of responsible person[s] i.e. animal owner or violator •(5) Brief description outlining the •(a) Incident investigated •(b) Action t a k en •(6) Produce a demand c o p y of the log if requested by 96 SFS or 96 SVS/SVBV •(7) Deliver a copy of the Activity Log via email to both 96SF S / CSS ORG@us. a f. mil and 96SVS/SVB V @ us. a f. mil, on the last Friday of each mont h. •i) Report all violations and deviations of regulatory controls to 96 SVS/SVBV within 24 hours of the inciden t, Business ho u r s phone 882-8972 After hours 885-1668 •j) Coordinate with 96 SFS/BDOC at 882-2000 for escort and standby support when they are going to serve notices or enforcement actions to individuals on Eglin AFB •i) 96 SFS will respond to all reports of animal bite s, secure the scene and make a diligent effort to prevent further injury. SFS will stand by until the arrival of the contractor and ass i s t with any investigative or enforcement action deemed necessary •ii) 96 SFS will complete a detailed informational report in all cases of severe or life threatening injuries sustained as a result of an animal bit e. •(1) The SFS report will be in addi t i on to the report that contractor will accomplis h. •iii) Provide a Web Site address to 96 SFS and 96 SVS/SVBV where the Federal Guideline s, State Laws and County Ordinances can be located. •iv) Notify when / if any changes.
