- 1. CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE), through its Transatlantic Division, Middle East District (TAM), is evaluating the ability of business to perform construction of the facilities listed below at Al Dhafra Air Base, UAE. While the Government is not required to set-aside any overseas design/build or construction project for Small Businesses, the Government is performing market research in order to specifically determine if small businesses possess the capability to execute these requirements. A pre-solicitation notice will be published in the Federal Business Opportunities (FBO) following the expiration of this Sources Sought notice. The resulting solicitation will consist of multiple Contract Line Item Numbers (CLINs), which will be firm fixed-price with options. The estimated cost of this construction project is between $5,000,000.00 and $10,000,000.00 with an estimated period of performance of 365 days after Notice to Proceed. Since the contract will be funded by a military construction appropriation, the RFP will contain DFARS provision 252.236-7010, Overseas Military Construction-Preference for United States Firms. This provision states, in part, that military construction contracts funded by a military construction appropriation estimated to exceed $1,000,000 and performed in countries bordering the Arabian Gulf shall be awarded only to U.S. firms, unless, the lowest responsive and responsible offer of a U.S. firm exceeds the lowest responsive and responsible offer of a foreign firm by more than twenty percent. Offers from firms that do not qualify as United States firms will be evaluated by adding twenty percent to the offer. Definition of quote mark United States Firm quote mark per DFARS provision 252.236-7010: To be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; have filed corporate and employment tax returns in the U.S. for a minimum of two (2) years (if required) and have filed State and Federal income tax returns (if required) for 2 years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. 2. PROJECT INFORMATION: USACE has the requirement to construct the following: Dining Facility, Al Dhafra, UAE: Construct a 720m pre-engineered building for use as a dining facility. Work will include site improvement, pavement, utilities and fire suppression. This project will comply with DoD and CENTCOM antiterrorism/force protection requirements per Unified Facility Criteria. Information Transfer Node, Al Dhafra, UAE: Construct a 320m concrete masonry unit (CMU) block communication Information Transfer Node. Construction will include all civil, mechanical, HVAC, electrical, and communication work. In addition, a fire suppression system, paving, security fence with lighting, a raised floor system thru-out, back-up power supply with fuel tank and a lightning protection system with ground ring will also be provided. EMSG HQ, Al Dhafra, UAE: Construct a two story 540m pre-engineered Expeditionary Mission Support Group Headquarters facility. Construction will also include all civil, structural, mechanical, communications and electrical work to provide a complete and usable facility. This project will comply with DoD and CENTCOM antiterrorism/force protection requirements per Unified Facility Criteria. Kennel, Al Dhafra, UAE: Construct a 296m pre-engineered building to function as a military working dog kennel and provide administration space. Construction will also include all civil, structural, mechanical, communications and electrical work to provide a complete and usable facility. This project will comply with DoD and CENTCOM antiterrorism / force protection requirements per Unified Facility Criteria. Additional Requirements: Performance and payment bonds are required and must be sufficient to cover the stated estimated annual maximum contract value. The contractor must be licensed to conduct business in the State of the United Arab Emirates. 3.
