Description
Subject: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Pipeline and Hazardous Materials Safety Administration (PHMSA) intends to issue a firm fixed price contract to a single source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about March 3, 2014 to the National Energy Foundation (NEF). The estimated period of performance is from date of award through December 31, 2014 with a one-year option period to follow. The contractor must design and implement a national contest aimed at school children in grades 4 through 6 to encourage creative approaches for raising awareness about the importance of calling 811 before digging. The scope of work includes developing eligibility criteria and contest rules, categories, contest timeline, prize information, promotion of the contest, judging and coordination/distribution of awards and general project management. PHMSA intends to award a sole source firm fixed price contract to the NEF. The NEF is uniquely qualified to assist PHMSA with this initiative because it offers a vast network of educators with which the organization already has a relationship; these relationships strongly increase the likelihood of project success. In addition, the NEF is actively involved in promoting 811 awareness under agreements with other organizations and has experience in conducting a contest similar to the one envisioned under the agreement with PHMSA. The North American Industry Classification System (NAICS) code for this requirement is 611710 (Educational Support Services) with a size standard of $14 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a capability statement, proposal, or quotation, which, if received within 15 calendar days of publication of this notice, shall be considered by PHMSA. All responses must be submitted to the Government points of contact at the email addresses shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
