- 14RJR11_syn Solicitation number N00164-14-R-JS21 will be issued as a request for proposals on a full and open competition basis. It is anticipated that the solicitation will be published to the Government Point of Entry (this website, listed below) on or about May 20, 2014, and anticipated that proposal(s) will be due by no later than 2:00 PM (EST) July 20, 2014. This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division intends to award a firm fixed priced (FFP), 5 year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the MK 163 MOD 0 Non-Electric Detonator. The Government anticipates procuring the following: CLIN 0001 - MK 163 MOD 0 Non-Electric Detonator, CLIN 0002 -DATA: Not Separately Priced (NSP). CLIN 0001 is planned to have a Minimum of 961 each and an estimated Maximum of 20,000 each. This procurement will be delivered FOB Destination: NSWC Crane, 300 Hwy 361, Crane, IN 47522. Delivery is required to commence 432 days from effective date of the contract/delivery order for the first delivery with subsequent deliveries to commence 193 days from the effective date of the delivery order. Inspection will be performed by DCMA at source with final acceptance taking place at destination by the Government. This requirement will be negotiated on a full and open competition basis in accordance with FAR 6.101, "that contracting officers shall promote and provide for full and open competition in soliciting offers and awarding government contracts." Reference the above solicitation number when responding to this notice. The solicitation attachments will be posted to the FBO website concurrently with the solicitation. The Contractor must be properly registered in the Government System for Award Management database (SAM) in order to receive the solicitation attachments. To be eligible for award, contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO website for amendments that may be issued to this solicitation. A draft copy of the Technical Data Package (TDP) is attached to this synopsis for review by interested vendors. The TDP is only a draft and is subject to change prior to the issuance of the Solicitation. The Government requires all questions/comments on the TDP prior to solicitation issue date.
