- Scope (1) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is the only solicitation; quotes are being requested and a written solicitation will not be issued. (2) This solicitation is issued as a request for quote (RFQ). (3) To be eligible for award, the offeror must complete a valid registration at www.sam.gov. (4) The following provisions in their latest editions apply to the solicitation: FAR 52.203-15, Whistleblower Protection for Contractor Employee, FAR 52.204-7 Central Contract Registration, FAR 52.209-9000 Organizational and Consultant Conflicts of Interest, FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Deviation), FAR 52.222-3 Convict Labor, FAR 52.222-26 Equal Opportunity, FAR 52.225-21, FAR 52.225-22, FAR 52.232-21 Prohibition of Segregated Facilities, FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration, FAR 52.233-3 Protest After Award, FAR 52.252-2 Clauses Incorporated by Reference, FAR 52.252-6 Authorized Deviations in Clauses. (5) The performance period for this service is one base year and four option years. (6) A firm fixed price contract is contemplated. Offerors shall provide one firm fixed annual price for each year - base and options. (7) All services will be performed at the Administrative Office at LBL, 100 Van Morgan Drive, Golden Pond, KY 42211. (8) The NAICS code for this requirement is 561110, and the small business size standard is $7M. This solicitation is being offered as full and open. (9) Offerors shall present three (3) references for work similar in type and complexity. (10) Quotes/Offers are due on or before 1600 CST Friday, February 28, 2014. Late quotes/offers will not be considered. Quotes/offers received after date set for receipt of quotes will be rejected. Quotes/Offers must be valid for 60 days after due date. (11) A site visit is not planned. (12) Questions regarding this requirements shall be received no later than Thursday, February 20, 2014, 1600 CST. Answers shall be provided no later than Friday, February 21, 2014, 1600 CST. (13) The Government will award, based on available funding, a contract resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Price and past performance, when combined, are equally important. (14) Any amendment(s) issued to this RFQ will be published on this site. Therefore, it is the Offeror's responsibility to visit this site frequently for updates on this procurement.
