- SOURCES SOUGHT FOR NAVFAC PACIFIC ACQ31-FY1502, DESIGN-BUILD MWSS, GUAM This is a Sources Sought Synopsis. The intent of this synopsis is to identify potential Section 8(a) small business concerns, Historically Underutilized Business Zone (HUBZone) small business concerns, woman-owned small business concerns (WOSB), service disabled veteran owned small business (SDVOSB) concerns and small business concerns (SBC) that are capable of design and new construction, involving the following features of work: low-rise concrete framed organizational shop and maintenance facility designed to (1) withstand the humid/corrosive environment such as Guam; (2) be able to withstand applicable seismic and wind forces for the region; and (3) physical security and Anti-Terrorism/Force Protection (AT/FP) features in accordance with Department of Defense minimum standards. Relevant projects demonstrating experience shall be approximately $15M in dollar value and shall have been completed or substantially completed within the past ten (10) years. "Substantially Complete" is defined as at least 90% physically complete. NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this synopsis, a pre-solicitation announcement will be published in the Federal Business Opportunities (FedBizOps) if the Government intends to proceed with the procurement of these services. The Government will evaluate responses based upon experience, past performance, financial and bonding capacity. Offerors shall complete the attached form "Sources Sought Questionnaire" including Attachment(s). Offerors having the capability to perform this work are invited to submit its qualifications, limited to 10 pages (8 ½" x 11", duplex), by 2:00 PM on 27 February 2014. Complete information must be submitted as the Government will not seek clarification of information provided. The Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended.
