- NASA/GSFC has a requirement for simulator sub-system parts: Qty 7 XCalibur1331 Hardware; Qty 1 XCalibur1331 Software; Qty 7 RTM XIt1010 Hardware; Qty 13 Cables. NASA/GSFC intends to purchase the items from Extreme Engineering Solutions pursuant to FAR 13.106, for the acquisition of supplies determined to be reasonably available from only one source. The unique hardware components are based on Ball Aerospace Technology Corporation (BATC) proprietary JPSS-1 Spacecraft Bus and Ozone Mapper Profiler Suite (OMPS). The hardware is custom designed to run in a real-time high precision processor environment that includes requirements for data handling, data processing, spacecraft attitude control and navigation, and fine granularity timing that is critical for flight-like performance. These requirements drives an implementation that is an exact replica of the target hardware used by the manufacturer to insure the BATC proprietary software will execute on the hardware platform unmodified. Procuring hardware that is different than that specified can introduce risks to the JPSS program that BATC provided software will not execute correctly on the target processor environment. Furthermore, purchasing the components from another vendor would require an in-depth engineering analysis of the substitute product which is prohibitively expensive and would adversely impact the JPSS Program schedule. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing by email to Dorothy.s.baskin@nasa.gov to the identified point of contact not later than 4:30 p.m. local time on February 27, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
