Description
EVALUATION OF A LAW ENFORCEMENT MOTOR-VEHICLE CRASH PREVENTION PROGRAM The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to The South Carolina Research Foundation, 901 Sumter Street, Suite 511, Columbia, SC 29208-0001 to provide support to NIOSH in the development, implementation, and management of a collaborative research project entitled "Evaluation of a Law Enforcement Motor-Vehicle Crash Prevention Program" for one year with two option years offered if funds are available. PURPOSE: The purpose of this sole source contract is for the contractor's principal investigator to provide support to NIOSH in the development, implementation, and management of a collaborative research project entitled "Evaluation of a Law Enforcement Motor-Vehicle Crash Prevention Program". The purpose of this research project is to evaluate the effectiveness of a comprehensive motor vehicle crash prevention program in a large metropolitan police department in reducing the incidence of motor vehicle crashes and motor vehicular injuries and to develop a dissemination plan to transfer the program to other law enforcement agencies if found to be effective. SCOPE OF WORK: The contractor's principle investigator will collaborate with NIOSH in: the development of study and data collection protocols; the execution of study methods including data collection, cleaning, and analysis; provide guidance on database development; participate in project meetings; and the preparation and dissemination of project findings, including final reports, peer-reviewed manuscripts, and formal presentations. TECHNICAL REQUIREMENTS: Specific tasks for each year are delineated below; however, the contractors will also be expected to meet the following general requirements throughout the period of performance. The contractor shall be responsive to the Project Officer by communicating regularly via phone or email. The contractor will visit NIOSH if deemed of interest or necessary. The contractor can implement changes in the study protocol if indicated by new research and/or knowledge and if agreed upon by the Project Officer. The contractor will serve as co-author on presentations, manuscripts, and reports. Upon award of the contract, obtaining HSRB approval will take precedence, followed by data collection and analyses in option year 1 if funds are available. Manuscript preparation and dissemination of results will occur in option year 2 if funds are available. Base Year - Fiscal Year 2014 Task 1 Contractor HSRB approval will be secured from their respective Internal Review Board and the contractor will supply NIOSH with a copy of the approval letter 2 Attend on-site meeting with the LVMPD, Seattle Police Department, and Dallas Police Department to meet contacts and further develop study methods and data collection strategies. 3 Assist Project Officer in finalizing data collection strategies by providing feedback where applicable. Support data collection and cleaning if needed. 4 Participate in conference calls as scheduled by the NIOSH Project Officer. Option Year 1 - Fiscal Year 2015 Task 1 Attend on-site meeting with the LVMPD, Seattle Police Department, and Dallas Police Department to check in regarding data collection efforts 2 Assist Project Officer in data collection, management, and cleaning if needed 3 Assist Project Officer in data analyses as needed 4 Participate in conference calls as scheduled by the Project Officer Option Year 2- Fiscal Year 2016 Task 1 Continue support of data collection, management, and analyses as needed 2 Preparation of formal conference abstracts 3 Preparation of final report 4 Preparation of manuscripts Special Considerations: The contract scope of work and reimbursements may be terminated by NIOSH if funds are not available. This contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C 2304(c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The notice of intent is not a request for competitive quotations; however, all quotations/responses received within (15) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
