Description
The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Delivery Order under Basic Ordering Agreement N00019-14-G-0019 on a sole source basis with Lockheed Martin Mission Systems and Training (LM MST) in Owego, NY. The effort is for NRE to address the Diminishing Manufacturing Sources and Material Shortages (DMSMS) and obsolete parts to qualify a replacement glass substrate for the Active Matrix Liquid Crystal Display (AMLCD) for use in the manufacturing of Weapon Replaceable Assemblies (WRAs) Common Avionics Multifunction Display (CAMFD) and Smart Multifunction Display (SMFD) in the MH-60R/S Common Cockpit Display commonly referred to as the Alternate Source Display (ASD). The glass substrate used to manufacture the AMLCD originally produced by Hydis Technologies is no longer procurable and now a replacement glass substrate for the AMLCD is required and needs to be qualified using the same interface requirement and Form-Fit-Function (FFF) for the CAMFD and SMFD. The new glass is required for support sustainment, spares, repairs, and future production opportunities. This action is being awarded on a sole source basis to Lockheed Martin MST in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;" because they are the only qualified source which possesses the detailed knowledge of the MH-60R/S ASD to allow them to perform the NRE and qualification of a replacement subtrate for AMLCD in a timely and cost effective manner. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
