Description
Document Security Letter Wage Determination GSA 527 SF 1442 Reps and Certs Agreement Solicitation Title: Restore Façade James M. Hanley FB & CH in Syracuse, NY Solicitation Number: GS-02P-14-PWC-0010 Synopsis: The project consists of the restoration of the building façade at the James M. Hanley Federal Building, 100 S. Clinton Street, Syracuse, NY, 13261. The base project consists of, but is not limited to, the restoration of the building’s façade and application of a moisture protection coating and sealant to the building’s entire concrete façade. The amount of façade to be addressed is approximately 140,000 sq. ft. This project was designed by NK Bhandari Architecture & Engineering, P.C. of Syracuse, NY. The Contractor shall provide all labor, material, equipment, tools, management, and supervision. Base work shall include; but is not limited to, demolition, restoration, caulking, and then application of moisture protection to the building’s existing concrete façade. Exact work description is identified and indicated in the Contract Documents. Products to be used are specified within the drawings and individual Specification Sections. The contractor shall comply with the project’s design specifications and drawings. The work will be constructed under a single prime contract. In accordance with FAR 14.408-1, award will be made as a firm fixed price sealed bid construction contract to a responsible bidder whose bid, conforms to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. The magnitude of this construction project is estimated between $1,000,000 and $5,000,000. The appropriate NAICS Code is 236220, with a size standard of $33.5 million dollars. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The procurement is 100% set-aside for HUBZone small business concerns. Offers from other than HUBZone small business concerns will not be considered by the agency. The required construction completion date is approximately 210 days commencing one day after Notice to Proceed. Notification for a site visit will be posted on a coming amendment. After the site visit, vendors will be allowed a week to ask specific questions about the project, then allow a few days for the responses from the GSA. The responses then will be posted via amendment. At the site visit the question/answer process will be explained in greater detail. Potential bidders must register with FedBizOpps in order to have access to the solicitation material. All potential offerors must have an active registration in the System for Award Management (SAM). All prospective offerors are required to have completed the Representations and Certifications in SAM. Once the filled out document security form is received a CD with specs and drawings will be mailed.
