Description
Department of Veterans Affairs VA Mid-South Healthcare, Veterans Integrated Service Networks (VISN) 9 Request for Information Network Contracting Office (NCO) 9 requests Industry feedback concerning their intent to solicit for a Competitive Trade-off, SDVOSB Set-Aside, Construction, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) base plus four (4) option years, for the remaining four (4) VISN 9 hospitals (Huntington, WV; Lexington, KY; Memphis, TN and Mt. Home, TN) and their associated Community Based Outpatient Clinics (CBOC). Offerors will be allowed in any of the strategies to propose for multiple locations. The three strategies under consideration are as follows: (1)VISN - Wide Strategy: One solicitation would be issued to all qualified and interested offerors for all four (4) locations (Huntington, Lexington, Memphis or Mt. Home) and associated CBOCs. Offerors would be required to submit a proposal on a single seed project located at one of the locations. Offerors would annotate on their proposals which VISN 9 location(s) they would be interested in receiving a MATOC contract. If the seed project is not located at a location the Offeror specified in his proposal, it would be used for evaluation purposes only and the seed project would be awarded to the Offeror who selects the specified location and is considered the best value for the Government. The intent is to have multiple MATOCs contract coverage for each location. MATOC awarded contractors would only receive future Task Orders (TO) for the areas they identified in their proposal submittal. (2)VISN Regional Strategy - There will be three (3) regions designated. Region 1: (Huntington and Mt. Home plus associated CBOCs); Region 2: Lexington plus associated CBOCs and Region 3: Memphis plus associated CBOCs. An IDIQ MATOC solicitation would be issued for each region with a seed project for that region. Offerors will submit MATOC and seed project proposals for desired regions. The intent is to have multiple MATOC contract coverage for each region. MATOC awarded contractors would only receive Task Orders for the regions they identified in their proposal submittal. (3)Individual location Strategy: Individual IDIQ MATOCs solicitation will be issued and evaluated separately for each of the remaining four (4) VISN 9 VAMC locations and their associated CBOCs. There would be one seed project for each location. The intent is to have multiple MATOC contract coverage at each of the locations. MATOC awarded contractors would only receive future Task Orders for the locations they identified in their proposal submittal. This Request for Information (RFI) is not a request for proposals and no solicitation documents are available. Responses received will be reviewed to make a determination on the best strategy to pursue for the remaining VISN 9 MATOCs. The final decision for the strategy taken rests entirely with the Contracting Officer and VA Network Contracting Office (NCO) 9. Please email your responses to Jon E.
