Description
The estimated cost of the proposed construction is between $25,000.00 and $100,000.00. The Fort McHenry Yard is a federal facility under the management of the U.S. Army Corps of Engineers, Baltimore District, and is located adjacent to the Fort McHenry Historic National Monument on Leahy Street, Baltimore, Maryland 21230. The seawall is a stone and mortar block wall approximately four feet tall and 425 feet long, along the harbor of Baltimore. The water level is approximately three feet at high tide, and one foot at low tide. The bottom surface of the harbor at the seawall is of a rocky base.The seawall has weathered through decades of storm surge and currently requires refortification in order to prevent further degradation in the wall's strength and stone alignment.The overall objective is to identify the required repairs for the seawall in order to restore the wall to a safe condition, capable of withstanding future storm surge incidents, while taking into consideration both environmental and historical impacts said repairs could have. All capstones comprising the seawall will be reset, as required, to their original position, cemented and grouted into place. All broken stones will be replaced. There are areas where asphalt will need to be removed in order to reset the capstones to their original positions. There are sections of the seawall that have heaved up from the base level, which will require capstone/stone removal and modification in order to reinstall all stones to a level plane with one another. All capstones will be secured back into place, as required, and mortared in. Concrete will be reinstalled from the capstones to the asphalt parking lot with necessary expansion and construction joints in order to prevent or mitigate future freeze/water damage.There are several interior stones along the face of the seawall that will need to be reset back into the wall, as these have shifted toward the water. Void spaces behind the stone wall as it borders the parking lot are to be backfilled with stone. All voids identified or later created through the course of repair should be backfilled with stone. The seawall itself should remain a free flowing wall, allowing water to enter and then wash out freely. Only the first two layers of the seawall should be cemented and grouted into place. It has been identified approximately 400 linear feet of the seawall will require maintenance of some level as described herein. It is anticipated that the solicitation will be posted at FEDBIZOPPS o/a Friday, 14 February 2014. It is anticipated that award will be made around the 3rd or 4th week of March 2014 and work completed in the Spring 2014.
