Description
Contracting Office : March Air Reserve Base (ARB), CA 92518-1650 Intention : March Air Reserve Base has a requirement to relocate the Video Enhancement Surveillance System (VESS) from the old Air Traffic Control Tower, building 1220 to the new Air Traffic Control Tower, Building 395. The Government intends to award a sole source contract only to InDyne, Inc. who has a contract to maintain and provide support to this type of equipment. The anticipated period of performance for this effort shall be the week of March 24, 2014. All equipment must be moved and operational not later than March 29, 2014. Justification : The required services to relocate the Video Enhancement Surveillance System (VESS) are only reasonably available from one single source under the authority of FAR 13.106-1(b). All Government-owned VESS equipment was installed by InDyne, Inc. at March Air Reserve Base, and maintained and supported by InDyne Inc. VESS surveillance equipment is proprietary only to InDyne, Inc. No other companies are authorized to move the systems as it may cause the configuration to no longer synchronize with the system. In addition, the Government has a current maintenance services contract with InDyne, Inc. where it states to maintain and provide support to this VESS equipment. Market research indicates that this type of service is peculiar only to one vendor and service provider. InDyne, Inc. is the only firm who can meet the agency's needs. This notice of intent is not a request for competitive quotes; however, the Government will consider all quotes received within 5 days after the date of publication of this synopsis. Quotes received will be used to determine if qualified sources are available, and may result to open this requirement for competition.
