Description
This Request for Information (RFI) is NOT a solicitation for proposals, proposal abstracts, or quotations. REQUIREMENT: The purpose of this Request for Information (RFI) is to conduct market research which will be used to plan and implement an acquisition strategy to procure services relating to Imagery Analysis. USSOCOM is seeking Interested Vendors, or teaming ventures, which have the ability to provide 235 Full Time Equivalents (FTE) with security clearances at the Top Secret/Sensitive Compartmented Information (TS/SCI) level, with proven capability as described below. To be an Interested Vendor, firms must be registered in SAM under the North American Industry Classification System (NAICS) 541990 (Size standard is $14M). Vendors not registered in SAM with the NAICs 541990 are not considered Interested Vendors and therefore will not be in receipt of any resultant Statement of Work or formal RFP, nor will their submission be reviewed as part of the research pertaining to development of the acquisition strategy. USSOCOM is seeking Interested Vendors with recent and relevant experience and skill sets as determined below. PLEASE NOTE: Recent represents the past 3 years. Relevant is considered to be efforts requiring roughly 200 FTEs for Imagery Analysts only. Providing information for any other type of service is not considered relevant. Skill / Experience Includes: a. Proficiency in utilizing basic computer applications and intelligence related automation to support analytical efforts and product development. b. Strong briefing skills and be capable of effectively directing subordinate analysts in the accomplishment of intelligence products and assessments. c. Ability to staff analysts who perform high level/expert imagery analysis, imagery product production, intelligence systems architecture and evaluation of procedures, processes, techniques, models and/or methodologies used to develop complex military imagery systems solutions to requirements. d. Experience in the fields of targeting, intelligence systems architecture and geospatial systems experience, and full motion video (FMV) intelligence, surveillance, and reconnaissance ISR systems. e. Ability to work in a fast paced, high stress environment. f. Ability to staff and support a 24x7 work week; including shift work. g. Ability to deploy and support personnel to OCONUS locations including hostile fire areas (HFA). h. Ability to provide a significant increase or decrease of support in the event of an immediate surge or reduction in requirements. i. Have the ability to provide a dedicated onsite Program Management Team. j. Proof of the ability to handle and store classified material (via current or previous DD254 accreditation) at a minimum of Secret Facility Clearance. k. Previous requirements requiring Top Secret Security Clearances. l. Ability to transition requirements of similar size and scope. m. Financial resources to maintain payment to sub contracts while USG processes monthly invoices of approximately three months in duration. n. Demonstrated “back office” functions to support the effort to include Security, Human Resources, Recruiting, etc. o. Organic ability to staff a large portion of the requirement. PLEASE NOTE: Only vendors that have the identified security qualifications and are registered with NAICS 541990 are considered Interested Vendors. Only Interested Vendors will receive the resultant solicitation and Statement of Work if/when a DRAFT RFP and FINAL RFP are issued. Interested Vendors should respond to the Contracting Officer with a notice of intent (NOI) and a summary of their firm’s capability combining the skill sets and experience as described above. Please include the Full name of your firm, Point of Contact, contact numbers/emails, CAGE Code, address, NAICS code, facility clearance, and vendor business size. Please limit response to 10 pages. *This is not a past performance evaluation. Past performance will be evaluated in response to any resultant solicitation. This RFI is being used to gather a general overview of vendor capabilities and experience in the field of Imagery Analysis.* **This RFI does not constitute an invitation to bid nor is it a request for proposal. PROPOSALS WILL NOT BE ACCEPTED.
