Description
SOURCES SOUGHT FOR SERVICE CONTRACTORS TO RENDER-SAFE AND PROPERLY DISPOSE OF LX-14 EXPLOSIVE MATED WITH DEPLETED URANIUM: This Sources Sought requests information required before release of any resultant solicitation. The information in this Sources Sought notification is based on the best and most current information available to date. This information is subject to change and is not binding on the Government. Updated information may be provided in subsequent synopsis, if required. The Army Contracting Command-Rock Island is conducting a sources sought to determine the availability of contractors able to render-safe and properly dispose of multiple configurations of LX-14 explosive mated with depleted uranium under NAICS code 562211 - Hazardous Waste Treatment and Disposal. Any remaining residual components such as the munitions' housing and hardware, after being found free of explosives and radioactive material, will be demilitarized. Demilitarization (DEMIL) is defined as the act of eliminating the functional capabilities and/or inherent military design features from DOD personal property. Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, etc. Disposal will also include the related packaging materials. Eligible contractors must be able to safely and properly profile, package, ship, receive, render safe the explosive components, and collect and dispose of the mated depleted uranium radioactive components. Eligible contractors must have an authorized location and facility to render safe the LX-14 explosive in combination with the collection of the remaining depleted uranium mated fragments for packaging and safe shipping to an authorized low-level radioactive burial site. Eligible contractors must possess a Nuclear Regulatory Commission (NRC) or Agreement State license for depleted uranium possession and handling. The contractors must have a proven record for the safe handling of explosives in combination with radioactive materials. The Government requests that you respond to this notice by providing the following: company name, point of contact, address, telephone and fax numbers, e-mail address, brief description of company and its capabilities, copy of NRC license or agreement license, list of other key Government project (including description and length of project), key personnel qualifications, experience areas, history, DUNS number, cage code, tax id number, as well as size category. Also provide any supporting information such as commercial literature, catalogs, manuals, work references, etc. Notice to contractors: All contractors who provide goods or services to the Department of Defense (DOD) must be registered in the System for Award Management (SAM). To register in the SAM go to http://www.sam.gov/. Please submit information by 26 February 2014, 4:00PM CT, to Army Contracting Command, Attn: CCRC-IS, Mr. Phil Kantor and Ms. Cindy Wagoner, Bldg 60, 3rd Floor NW, Rock Island, IL 61299-6500, or Phillip.j.kantor.civ@mail.mil, cindy.k.wagoner.civ@mail.mil. No telephonic responses will be considered or accepted. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This Sources Sought neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only. There are no solicitation documents at this time. Interested sources should provide responses which illustrate their capabilities, experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the render safe and disposal of LX 14 and depleted uranium munitions and/or like items. Interested contractors should demonstrate that they possess the experience and capability, or that they can obtain such, necessary to provide all the necessary material, equipment, property, licenses, and personnel to perform demilitarization.
