- NASA/GSFC intends to extend contract NAS5-97251,fixed price Delivery Order Number 002, for two additional months of contract performance from March 31, 2014 until May 31, 2014 to continue QuikSCAT satellite mission operations, engineering analysis of bus performance, contingency operations during anomalous events, and implementation of End of the Mission activities, if necessary, with the incumbent Ball Aerospace and Technology Corporation (BATC) located in Boulder, Colorado, in order to maintain the health and safety of the observatory through its science mission while awarding the follow-on contract. NASA/GSFC also intends to issue a new follow-on sole source contract to continue QuikSCAT satellite mission operations, engineering analysis of bus performance, contingency operations during anomalous events, and implementation of End of the Mission activities, if necessary, with BATC in order to maintain the health and safety of the observatory through its science mission. NASA/GSFC plans to extend Delivery Order Number 2 for two additional months pursuant to 10 U.S.C.2304(c)(1), Only One Responsible Source with BATC. NASA plans to award BATC a follow-on fixed price contractpursuant to 10 U.S.C.2304(c)(1), Only One Responsible Source, with an estimated period of performance of four years divided into one 16 month basic contract and 3 one-year options. The QuikSCAT satellite was launched on June 19, 1999. The mission was intended to be a 2-year mission with one option for a third year of operations. Currently, QuikSCAT is in its 15-year of mission operations and continues to provide useful data. Under the two month delivery extension to NAS5-97251, Delivery Order #002, and the new follow-on contract, BATC will be responsible for flight operations of the QuikSCAT mission, consistent with existing mission operating procedures. Flight operations include activities necessary to maintain the health and safety of the spacecraft and instruments, mission planning and scheduling, engineering analysis, and mission operations ground system maintenance testing and integration. BATC will perform overall engineering analysis of spacecraft bus harness assembly and the performance to evaluate the health and safety of the spacecraft. BATC will be responsible for the planning, reviewing, testing, execution and evaluation of contingency operations during anomalous events or any events requiring special mission activity as agreed to by NASA; and the implementation of End of Mission activities in accordance with NASA policy, as agreed to by the QuikSCAT Project and the QuikSCAT End of Mission Plan. BATC was the original contractor who built the spacecraft. For the past 15 years, BATC has maintained the QuikSCAT Satellite and continues to provide anomaly support. Ball Aerospace continues to monitor and maintain the health of the QuikSCAT spacecraft by collecting telemetry data, processing all health and status telemetry data and assess the performance of each spacecraft subsystem. The unique familiarity of the BATC team with QuikSCAT assets is an essential key to successfully achieving critical program goals. BATC has acquired unique experience and extensive knowledge resolving anomalies, developing workarounds, and modifying the procedures, techniques and approaches used to operate the aging spacecraft. Only BATC possesses the detailed, unique, QuikSCAT-specific knowledge needed to assure the most efficient operation possible of the QuikSCAT aging spacecraft. The experience and understanding gained from past, technologically challenging QuikSCAT-specific work are critical to a high quality science operation, and even more critical to meeting the QuikSCAT mission goals and challenges that lie ahead to achieve maximum useful life. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Standard Time on February 25, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
