- The U.S. Department of Energy, Southwestern Power Administration (Southwestern) intends to issue an Invitation for Bid (IFB) to completely remove, set, assemble, install, connect, and place in complete readiness for operation immediately after installation approximately 167 structures along 334 miles of 138 kV and 161 kV transmission line in Arkansas, Missouri, and Oklahoma. One section of line is to be re-tensioned, and two sections of double circuit line on steel towers will have suspension insulator assemblies replaced with floating deadend assemblies to raise the conductor height. Hotline work is anticipated on this project when outages cannot be obtained. Bidders must be able to demonstrate through past performance at least two years of hotline experience for consideration to be determined responsible. The Contractor shall remove existing wood poles, cross-arms, braces, and associated materials, and replace them with new materials. Existing conductor, overhead g round wire (OHGW), and optical ground wire (OPGW) suspension units may be reused, but insulators are to be replaced. If, however, the existing structure has steel cross-arms, the existing pole top unit, including cross-arms, braces, hardware, and insulators shall be reused if in good condition. In such cases, the Contractor shall deliver the new cross-arms, braces, insulators, and associated hardware that would have been used to the nearest Southwestern maintenance facility. The contractor shall provide all the materials and hardware required to complete the project. This is an unrestricted acquisition using Full and Open Competition. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237130 and the small business size standard is $33.5 million. The magnitude of this project is estimated to be between $5 million and $10 million and the estimated project completion date is 90 days after award. Small Business is encouraged to participate in this solicitation. Contractor registration in the Government?s System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. The anticipated release date of the solicitation package is on or about March 12, 2014, with bids being due on or about April 23, 2014. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. All responsible sources may submit a bid and will be considered by Southwestern.
