Description
NSN 5985-01-075-3550, PR #51505941, Antenna Assembly. This requirement is for a total quantity of 60 units. Item is solicited under Other than Full and Open Competition 6.302(C) (1). Approved sources include: Cobham (96341) P/N 3255-800 and Microwave Engineering (06351) P/N 917893-802. This acquisition is restricted to material manufactured by the sources listed in the source controlled Raytheon (37695) drawing #917893-802. Current source and part number is P/N: 3255-8001. First Article Testing is not required. Delivery is 10 units 112 days ADO, 10 units per week thereafter until complete. Inspection/Acceptance at Destination, FOB Origin to Warner Robbins, GA. This solicitation is being issued under the First Destination Transportation (FDT) program. Additional information about FDT can be found on the FDT website ( http://www.dla.mil/FDTPI/ ). This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil on the issue date of February 26, 2014. Hard copies of this solicitation are not available, and must be downloaded from the internet site above. A 50% quantity option is included in this solicitation. Market research has indicated this item is not commercial. Therefore, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. JCP certification is a requirement for any supplier under consideration for award. This item has technical data some or all of which is subject to export-control regulations, distribution of the technical data and eligibility for award are limited to those suppliers qualified through JCP Certification, or to those licensed by either the departments of state or commerce; or to foreign suppliers pursuant to international agreements. A DD254 is required. A classified document is included in the technical data package that supports this material. Contract award for this item is limited to those contractors that have a valid and current security classification level of "Secret: prior to award. Upon award of the contract, the contracting officer will arrange for the secure distribution of this classified document through the data distribution office, DSCC-VTRD, Columbus, Ohio. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307." This solicitation is UNRESTRICTED.
