Description
IN ORDER TO PROVIDE SUFFICIENT TIME FOR ALL SUPPLIERS TO CONSIDER THE INFORMATION AND RESPOND ACCORDINGLY, THE RESPOINSE DATE OF THIS SOLICITATION WILL BE EXTENDED BY 14 DAYS. THE UPDATED RESPONSE DATE IS 25 FEB 2014. Combined Synopsis/Solicitation: This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation Number: FA8201-14-R-HeavyDieselRepair Classification Data: NAICS Code: 811111 FSC Code: J023 Description of item(s) to be acquired: Hill Air Force Base is looking for local businesses to perform vehicle maintenance and repair for the Utah Test and Training Range (UTTR). Contractor must be able to perform work in accordance with the attached Statement of Work (SOW). When repairs services are needed, vehicle(s) will be transported to repair facilities by range personnel. In the event vehicle(s) cannot be transported by range personnel the contractor must be able to load, haul, and repair/return the equipment. All work request quotes will be reviewed by range mechanics prior to work being authorized. The Government intends to award a Time and Materials CLIN structure/contract vehicle for this requirement. This requirement is expected to be one base year plus two options years for the total of three years. CLIN 0001 - Parts/Materials necessary for authorized repairs - Cost Reimbursable/no fee. All parts must be approved by UTTR personnel before ordering. CLIN 0002 - Labor necessary for authorized repair at fully burdened labor rate tiny_mce_marker__/HR. Number of hours per repair must be approved by the contracting officer prior to commencement of work. Work will be compared to commercial practices for timer per call. I.E OVEMS and Mitchell books. Rates will also be reviewed by UTTR range mechanics before deemed reasonable. CLIN 0101 - Option Yr 1 (See CLIN 0001) CLIN 0102 - Option Yr 1 (See CLIN 0002) Fully burdened labor rate tiny_mce_marker__/HR CLIN 0201 - Option Yr 2 (See CLIN 0001) CLIN 0202 - Option Yr 2 (See CLIN 0002) Fully burdened labor rate tiny_mce_marker__/HR Dates and Place of Performance: Contract performance is expected to start 18 Feb. 2014. All calls are on an as needed basis expected to be roughly 200 hours a year and are repairs that the range is not equipped to handle "in house." All calls are reviewed for price fairness before acceptance of work is performed to include price comparisons with commercial databases, government databases, and range mechanic review. Evaluation of Proposals: Evaluation is on LPTA (lowest price technically acceptable) basis. All offers will be evaluated on their proposed Total Labor Rates (Base Yr Labor Rate + Option Yr 1 Labor Rate + Option Yr 2 Labor rate). The contract will be awarded to the company with the lowest total labor rate, which fully meets all requirements of the SOW. Service Contract Act of 1976 will apply to this acquisition. Contractors will be expected to pay their employees the minimum labor rates found on www.WDOL.gov. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13.5, Simplified Acquisition Procedures. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM). Notice to Offerors: The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Applicable Provisions/Clauses: This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-71. The following provisions and clauses apply to this acquisition: 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (IAW FAR 12.301(b)(1)) JAN 2005 Addendum to 52.212-1: Paragraph (b), entitled "Submission of Offers", Offers are due by 1400 MST, 11 Feb 2014 via electronic mail to trevor.wade.1@us.af.mil. 52.212-2: Evaluation -- Commercial Items, All offers will be evaluated on Total Labor Rates (Base Yr Labor Rate + Option Yr 1 Labor Rate + Option Yr 2 Labor rate). (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (b) Options. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
