- Sources Sought only. This solicitation is a "REQUEST FOR INFORMATION" only. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The intent is to award a Firm Fixed Price contract. Place of Performance: Department of Veterans Affairs VA Health Care Upstate New York Veterans Integrated Service Network (VISN) 2 Veteran and Media Market areas: BuffaloAlbany Rochester/Canandaigua Watertown SyracusePlattsburgh Utica/RomeElmira/Bath Binghamton Period of Performance: June 1, 2014 to June 15, 2014 Purpose and Objectives: The intent of this RFI notice is to identify potential offerors capable of providing the following services: Task One The Contractor shall develop two localized television promotional spots for each of five VISN 2 Medical Centers. One promotional spot will be: 30 seconds in duration and the other will be: 15 seconds in duration. The contractor will develop the spots with the overall intent of promoting VA health care, and will use local VA staff and patients in the spots. The Contractor shall develop interview questions and script to tell the VA story, in addition to meeting with the VISN 2 and local Public Affairs Officers (PAOs) at each of the five medical centers prepatory to interviewing local VA staff and Veterans about VA health care. The Contractor shall artistically set the scene up to video staff and Veterans presenting them in the best possible light; edit videos to :30 and :15 second durations; collaborate with VISN 2 and local PAOs to insure final video is approved for television, and send copies of final clips to identified partner local television stations and VISN 2 PAO. Task Two The Contractor shall conceive, design develop, script and produce five ½ hour television infomercials to run once in each of the nine markets (see below) that comprise the catchment areas for the Albany, Buffalo, Syracuse, Canandaigua and Bath Medical Centers. This program will demonstrate television station support for Veterans and feature local VA staff and patients promoting VA health care. The Contractor shall: -Ensure television promotional spots run a minimum 200 times in each of nine market areas (see enclosure 1). -Ensure an ROS (Run of Schedule) over 15 consecutive days - ten days prior to the infomercial and five days after. Spots are to be run on the major television broadcasting stations with the highest market audience frequency and reach in each market as reported in the current edition of the Nielsen Ratings, unless otherwise approved by VISN 2 Public Affairs Officer and local PAO. -Ensure ½ hour television infomercials run on approximately day ten of the marketing program in prime viewing time (weekday M-F, 6pm-8pm). Infomercials are to run on the major television broadcasting station with the highest market audience frequency and reach as reported in the current edition of the Nielsen Ratings unless otherwise approved by VISN 2 Public Affairs Officer and local PAO. -Develop advertising scroll and graphics to run consistently over 15 days on the local news cast that encourages Veteran to call, go online or visit their nearest VA to enroll in VA health care. Task Three The Contractor shall design and develop nine web pages (one for each market area) including graphics and photo for each market area dedicated on the local news stations' websites that directs Veterans to key VA web links. The webpage will be designed to collect key demographics on Veteran viewers for future follows up by VISN 2. The data and analytics will be provided to the VISN 2 Public Affairs Office. General All final film advertising promotions will be provided to VISN 2 Public Affairs in a format that can be uploaded to VA's website for future promotions. All deliverables, except infomercials shall be completed and ready for marketing campaign NLT April 25, 2014. Infomercials final copy of film advertising will be due by May 23, 2014. The contractor shall provide project coordination for all aspects of the total marketing campaign. Coordination will require in depth knowledge of Upstate NY media markets as well as VAMC operations. A proven track record of working with VAMC's in outreach and marketing is required. The applicable North American Industry Classification System Code is 541810, Advertising Agencies, with a Small Business Size standard of $14.0 million. Response: Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. Responses should include the following information: 1.Company Information to include: a. Points of contact, addresses, email addresses, phone numbers b. Identification as a large U.S. business, small U.S. business, or a foreign business. 2. A summary of your related capabilities to provide services listed above. It should be brief and concise, yet clearly demonstrate your abilities to meet the stated requirements including company CAGE Code or DUNS Number, business size and description of relevant contract experience with Government or commercial customers. Limit responses to a total page limit of 5-7 pages in a Microsoft Word compatible format. 3. Address your approach to how the services would be provided as requested above. 4. Provide no more than five contract history matrices for any contract relevant to this effort. (Include information about current work or work completed within 3 years of date of this notice) For all current or past contracts deemed relevant, provide the following administrative reference information. (There is no page limit for this requirement.) a. Company/Division Name b. Program Title c. Contracting Agency d. Contract Number e. A brief description of the contract effort, indicating whether it was development and/or production f. Type of Contract g. Delivery Date h. Original Contract & Value and Current Contract & Value i. Name, address and telephone number of Government Program Director/Manager, Administrative Contracting Officer (ACO) and Public Affairs Officer (PAO). Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Response Date: Any offeror capable of providing this service shall notify the Contracting Officer by email no later than 2:00 pm EST, Tuesday, February 18, 2014.
